Key conditions

Territorial scope

MTPL covers events occurring in Poland and, under the standard Green Card system, in all countries whose national bureaux are signatories to the Multilateral Agreement. Green Card is required additionally for travel to non-EU countries such as Albania, Belarus, Bosnia, Iran, Israel, North Macedonia, Morocco, Moldova, Russia, Montenegro, Tunisia, Turkey, and Ukraine. During policy configuration the customer may choose Poland only or Europe (with exclusions including Belarus, Moldova, Ukraine, and European Russia unless otherwise agreed).

Green card rules

The Green Card is an international insurance certificate confirming MTPL coverage for travel abroad within the Green Card System countries. It is available as a separate product from Balcia and covers costs of damage caused to third parties arising from vehicle movement outside Poland, within Green Card System member countries.

Driver restrictions

MTPL covers any person driving the insured vehicle during the coverage period who causes damage connected with vehicle movement. No specific age or experience restrictions beyond general legal driving requirements apply. Coverage does not apply if the driver was under the influence of alcohol, drugs or psychotropic substances where this influenced the occurrence of the insured event.

Claim notification deadline

Claims should be reported as soon as possible after the incident via the Balcia mobile app, website or by phone. Required information includes the date, time, location of the incident, description of events and third-party information. The insurer will assess liability and issue a decision within 7 days of receiving all required documents; where circumstances cannot be established in the statutory period, the undisputed portion of compensation is paid within 30 days of claim notification.

Bonus-malus rules

Balcia applies a bonus-malus system to MTPL pricing, adjusting the premium based on the individual claims history of the policyholder. Discounts (bonus) are granted for claim-free years and surcharges (malus) apply following at-fault claims. The specific tariff classes and percentage adjustments are defined in Balcia's internal tariff schedule. Claims history is verified through the Insurance Guarantee Fund (UFG) database.
