ASIROM
Asirom is a motor third-party liability insurance for the RO market with online purchase and limited assistance availability.
Direct payment
Direct settlement (decontare directă) is an optional paid add-on clause available with the RCA contract. When elected, the injured party may file their claim directly with their own RCA insurer, who handles the full claims process and subsequently recovers the compensation from the at-fault party's insurer. This mechanism applies only to vehicle damages, not to personal injury or property damage to third parties.
Geographic scope
RO
Valid in Romania, all EU/EEA member states, states directly connecting two EU member states without a national bureau, and Switzerland (per Green Card). Insurers may extend to additional states as listed in the policy contract.
Unique selling points
- Asirom RCA includes the Green Card international certificate valid across all EU/EEA states and Switzerland, with optional extension to additional countries, ensuring seamless cross-border coverage.
- Optional Direct Settlement clause (Decontare Directă) allows injured policyholders to resolve vehicle damage claims exclusively through their own Asirom insurer, eliminating contact with the at-fault party's insurer.
- Asirom is part of Vienna Insurance Group, one of the largest insurance groups in Central and Eastern Europe, providing financial solidity and pan-European claims handling expertise.
- Online purchase and policy management available via asirom.ro and the myAsirom platform, with instalment payment options accepted at the insurer's request.
- Coverage limits match the maximum statutory thresholds: up to EUR 6,070,000 for bodily injury/death and up to EUR 1,220,000 for property damage per accident, with the option to agree higher limits via addenda for an additional premium.
Coverage limits
Bodily Injury and Death Liability
Covered
Covers third-party compensation for bodily injury, death (including non-patrimonial damages) caused in one and the same accident, regardless of the number of injured persons, up to the equivalent in RON of 6,070,000 EUR. Family members of the at-fault driver/owner are also covered for their own bodily injuries.
SourceProperty Damage Liability
Covered
Covers third-party property damage (including vehicle damage, de-registration and re-registration costs, stamp duty costs, loss-of-use costs, towing costs, and depreciation after repair) in one and the same accident, regardless of the number of injured persons, up to the equivalent in RON of 1,220,000 EUR.
SourceLegal Defence / Litigation Costs
Covered
Covers court costs and/or costs related to alternative dispute resolution incurred by the injured party, for damage to or destruction of property outside the at-fault vehicle, and for property inside the at-fault vehicle that was not transported under a contractual relationship and did not belong to the owner/user/driver of the at-fault vehicle. Covered within the overall liability limits.
SourceGreen Card – International Insurance Certificate
Covered
Asirom RCA policy includes the Green Card (Carte Verde) international insurance certificate, valid in all EU/EEA member states and Switzerland. Coverage in states outside Romania is subject to the legislation and compensation limits of the respective state. Insurers may extend validity to additional countries as listed in the contract.
SourceRoadside Assistance
Excluded
Roadside assistance is not a standard coverage component of the Asirom RCA (MTPL) policy. Towing of the damaged vehicle from the accident site to the chosen repair shop is covered as a damage reimbursement item when the vehicle is immobilised, not as a standalone roadside assistance service.
SourceDriver Accident Coverage
Excluded
The RCA (MTPL) policy explicitly excludes compensation for bodily injury or death of the at-fault driver. No compensation is paid to the at-fault driver or on behalf of the at-fault driver for their own injuries or death. Separate voluntary accident insurance is required for such coverage.
SourcePassenger Accident Coverage
Covered
Passengers in the at-fault vehicle are covered for bodily injury and death under the RCA policy, within the bodily injury liability limit of 6,070,000 EUR per accident. The at-fault driver is excluded; all other occupants (passengers) including family members of the at-fault driver/owner are eligible for compensation for their own bodily injuries.

territorial_scope
The Asirom RCA policy is valid in Romania, all EU/EEA member states, states directly connecting two EU member states where no national bureau exists, and Switzerland. For accidents outside Romania, the legislation and compensation limits of the respective state apply. Insurers may extend territorial coverage to additional states; countries covered are listed in the insurance contract and on the Green Card document.
green_card_rules
The Green Card (Carte Verde) international insurance certificate is issued together with the RCA contract. It is valid in EU/EEA states and Switzerland as confirmed by Asirom. For travel to countries outside the EU/EEA (e.g. Turkey, Moldova, Serbia), the insurer may extend coverage upon request; validity of the Green Card for each specific country is listed on the document itself.
driver_restrictions
Any person who holds legal title to or uses a vehicle registered in Romania is required to have a valid RCA policy. There are no specific driver age restrictions stated in the IPID, but the bonus-malus class is calculated based on the insured's claims history across all vehicles (for natural persons). Vehicles used exclusively for training, races, competitions or legally organised rallies are exempt from the RCA obligation; their owners may obtain voluntary insurance instead.
claim_notification_deadline
Following an accident, the insured must notify the RCA insurer within 5 business days of the accident occurring. The insured must also provide information on the causes and circumstances of the accident and all documents necessary for claims handling. Failure to notify within the required timeframe does not limit the injured party's right to compensation. The insurer must carry out damage assessment within 3 business days of notification, or at a later date agreed with the insurer. The insurer must respond to a compensation claim within 30 days of receipt; payment is due within 10 days of the insured's acceptance of the compensation offer or final court judgment.
bonus_malus_rules
The bonus-malus system is regulated by ASF norms and is applied automatically. It consists of 8 bonus classes (B1–B8) and 8 malus classes (M1–M8), plus a base class B0 assigned to new policyholders without claims history. The maximum discount (B8) is 50% of the base premium; the maximum surcharge (M8) is 180% of the base premium. Each year without a paid claim advances the insured one bonus class; each year with one or more paid claims results in a two-class penalty per event. The reference period is the calendar year preceding the policy start date. For natural persons, the class applies to all their vehicles. Legal persons must request in writing the transfer of class between vehicles upon sale/acquisition. Policyholders may agree with the insurer on claim buyback to preserve their class.
