Coverage limits

Bodily injury and death liability

Covered

Covers third-party bodily injury and death caused by vehicle accidents. The statutory minimum limit was EUR 6,070,000 per accident under the original Law 132/2017; Law 181/2025 (in force 17 November 2025) replaced this with 31,926,210 RON per accident including moral damages. Family members of the insured or driver are not excluded from coverage for their own bodily injuries. Compensation follows the law of the member state where the accident occurred, or Romanian law if the latter is higher; for injured parties who are EU citizens, Romanian law limits apply.

Property damage liability

Covered

Covers material damages to third-party property caused by vehicle accidents, including: vehicle repair costs to restore to pre-accident condition, loss of use of the damaged vehicle, transport costs for the damaged vehicle, and court costs awarded to the injured party (or alternative dispute resolution costs where outcome is favorable to the injured party). The statutory minimum limit was EUR 1,220,000 per accident under the original Law 132/2017; Law 181/2025 (in force 17 November 2025) replaced this with 6,434,740 RON per accident.

Roadside assistance

Excluded

Roadside assistance is not part of the mandatory RCA (MTPL) product as described in the Euroins IPID. It is not mentioned among covered perils and is not a statutory component of Romanian MTPL under Law 132/2017.

Driver accident (at-fault driver's own injury/death)

Excluded

Explicitly excluded: damages to the property of the driver of the vehicle responsible for the accident, and damages arising from bodily injury or death of that driver, are not covered regardless of who claims them. The at-fault driver's own losses are a statutory exclusion under Romanian MTPL.

Passenger accident (passengers as third parties)

Covered

Passengers in the at-fault vehicle are treated as third parties and are entitled to compensation for bodily injury or death under the bodily injury liability limit. Key conditions

Territorial scope

Coverage applies in Romania, all EU/EEA member states, Switzerland, transit territories between EU member states without a national auto bureau, and states whose national auto bureau signed the multilateral agreement. Compensation level follows the law of the member state where the accident occurred, or Romanian law if that is higher; for injured EU citizens, Romanian law limits apply.

Green card rules

The RCA policy serves as the Green Card for international travel within the zones listed in the territorial scope. The Green Card is automatically included with the RCA contract and is valid in all signatory countries of the multilateral agreement.

Driver restrictions

No RCA contract is issued for individuals or legal entities that use vehicles exclusively for training, races, competitions, or legally organized rallies. The at-fault driver's own property damages and bodily injury/death are excluded from coverage.

Claim notification deadline

Following a vehicle accident, the insured must notify the RCA insurer within 5 business days of the accident occurrence. The insured must also provide Euroins with information about the causes and circumstances of the accident and documents necessary for case handling.

Bonus-malus rules

The RCA contract records the bonus/malus class, which affects the premium. The bonus/malus class is stated in the policy document. Specific class transition rules are set by ASF regulations and are not detailed in the Euroins IPID.
