Groupama
Groupama is a motor third-party liability insurance for the RO market with online purchase and 24/7 assistance.
Direct payment
Under the optional direct settlement clause (Clauza de decontare directă), the insured who is not at fault in an accident may claim compensation directly from their own RCA insurer (Groupama) for material damages, vehicle restoration costs, loss-of-use damages, and related expenses. Groupama subsequently recovers the paid amount from the at-fault driver's insurer. The clause applies only to accidents in Romania involving two vehicles both registered in Romania and both holding valid RCA policies. The clause does not affect the insured's bonus-malus class.

territorial_scope
Coverage applies in Romania and in all Green Card system member countries not crossed out on the Green Card document included with the policy. This includes: the territory of Romania; the territory of EU member states, states party to the EEA Agreement, and the Swiss Confederation; territories of states located between two EU member states with no national motor bureau; territories of states whose national motor bureaux have signed the Multilateral Agreement. According to Groupama's official site, 42 out of 47 Green Card member countries are covered; Russia, Belarus and Iran are among the exclusions. green_card_rules
The Green Card document is included in the RCA contract offer. All countries not crossed out on the Green Card document are covered. The exact list of countries not covered is specified in the Green Card document. Groupama confirms coverage in 42 of the 47 Green Card system member countries. Vehicles registered outside Romania generally cannot be insured under a Romanian RCA policy, with limited exceptions for vehicles being imported, exported, or provisionally authorized for circulation.
driver_restrictions
The RCA policy covers damages caused by the insured vehicle even when the driver operated the vehicle without the express or presumed consent of the insured, does not hold a valid driving licence for that vehicle, or did not comply with legal obligations regarding the vehicle's condition and safety. Damages and injuries suffered by the at-fault driver are excluded. High-risk insured policyholders are allocated by BAAR and must accept within 10 working days; their contracts have mandatory 12-month validity, full premium payment, and no direct settlement clause or supplementary covers.
claim_notification_deadline
Following a vehicle accident, the insured must notify Groupama within 5 working days of the accident by calling Alo Groupama at 0374-110-110. For serious accidents, the insured can receive support within 48 hours. The Alo Groupama accident registration line operates 24/7. The insurer must respond to the compensation request within 30 days of submission, either with a justified written compensation offer or a written notification of rejection. Compensation must be paid within 10 days of acceptance of the offer or receipt of a final court ruling. Late payment attracts a penalty of 0.2% per day of delay.
bonus_malus_rules
The Romanian Bonus-Malus system (as regulated by ASF) applies to RCA premiums. Drivers are rewarded with premium reductions for claim-free years (bonus) and penalized with premium increases for at-fault accidents (malus). The Bonus-Malus coefficient is a component of the ASF reference tariff calculation formula and influences the individual premium based on the insured's claims history. The direct settlement clause does not affect the insured's bonus-malus class when a claim is made under it.
