Groupama is a motor third-party liability insurance for the Romania market with online purchase and 24/7 assistance.
Direct payment
Groupama pays compensation to the third party (injured party) directly. An optional Direct Settlement Clause (Decontare Directă) allows Groupama to compensate its own insured (non-at-fault party) directly for vehicle damage only, provided both vehicles are registered in Romania, the accident occurred on Romanian territory, and both vehicles hold valid RCA policies. Bodily injury is excluded from direct settlement.

Bodily Injury and Death Liability

Covers bodily injury or death of third parties, including non-patrimonial damages, caused in one and the same accident regardless of the number of injured persons. Limit: 31,926,210 RON per accident.
Property Damage Liability
RON 6,434,740
Covers material damage to third parties' property caused in one and the same accident regardless of the number of injured persons, including re-registration costs, stamp taxes, costs of limiting the damage, depreciation costs after repair, costs of restoring the vehicle to pre-accident condition, court expenses, transport costs of the damaged vehicle. Limit: 6,434,740 RON per accident.
Legal Defence / Court Expenses
Covered
Court expenses incurred by the injured party and expenses related to alternative dispute resolution (if the outcome is favourable to the injured party) are covered within the property damage liability limit. Separate standalone legal defence cover is not provided; costs are subsumed within the overall liability limits.
Green Card International Coverage
Covered
The Green Card document is included with every RCA policy. Coverage applies in 46 countries (all Green Card member states not barred on the document), i.e. 42 of the 47 Green Card system member countries — Russia, Belarus, and Iran are excluded. For accidents abroad, the legislation of the accident country applies, or Romanian law if the latter provides higher compensation.
Roadside Assistance
Excluded
Roadside assistance is not included as a standard benefit in the Groupama RCA (MTPL) policy. It is available separately or as part of other Groupama insurance products. The insured may request roadside assistance for non-mobile vehicles by calling Alo Groupama (0374 110 110) during the claims notification process, but this is a claims handling service, not a policy coverage.
Driver Accident / Personal Accident for At-Fault Driver
Excluded
The RCA policy explicitly excludes compensation for damages to the at-fault driver's own vehicle and bodily injury or death of the at-fault driver. Family members of the insured or driver are not excluded from coverage for their own bodily injuries as third parties.
Passenger / Third-Party Bodily Injury
Covered
Bodily injury and death of passengers and other third parties caused by the insured vehicle are covered under the bodily injury liability limit (31,926,210 RON). Family members of the insured, the driver, or any other person whose civil liability is engaged in a vehicle accident are not excluded from coverage for their own bodily injuries.

Territorial scope
Coverage applies on the territory of Romania and abroad in all Green Card member countries not barred on the Green Card document — 42 of 47 member countries (excluding Russia, Belarus, and Iran). Accidents may occur on public roads, non-public roads, enclosed areas, and in any other locations, both while the vehicle is moving and while stationary. For accidents abroad, the legislation of the country where the accident occurred applies, or Romanian law if that provides a higher level of compensation.
Green card rules
The Green Card international insurance certificate is a mandatory component of every RCA policy issued by Groupama. Coverage extends to 42 of 47 Green Card system member countries; Russia, Belarus, and Iran are excluded (barred on the Green Card document). The coverage territory is specified on the Green Card document included in the insurance contract. When travelling abroad, the insured must carry the original Green Card document.
Driver restrictions
No driver restrictions apply — the RCA policy covers civil liability regardless of who drives the vehicle. Coverage applies even if, at the time of the accident, the driver: (a) drove without the explicit or presumed consent of the insured; (b) did not hold a valid driving licence for that vehicle; (c) did not comply with legal obligations regarding vehicle condition and safety; or (d) was under the influence of alcohol or narcotics. Damages to the at-fault driver's own property and bodily injuries to the at-fault driver are excluded.
Claim notification deadline
Following a vehicle accident, the insured must notify Groupama within 5 working days of the accident by calling Alo Groupama at 0374-110-110. The insured must provide information on the causes and circumstances of the accident and all documents required for claim handling. If the injured party has filed a claim or legal proceedings have been initiated, Groupama must also be notified. Compensation is paid within 10 days from acceptance of the compensation offer or receipt of a final court judgment.
Bonus-malus rules
The Bonus-Malus system is governed by ASF Norm 20/2017 and applies to all RCA policies. The system comprises classes B0 (base) through B8 (maximum bonus, 50% reduction) and M1 through M8 (maximum malus, 80% increase). For each claim-free year, the insured advances one class; for each paid claim, the class drops by two. The class is determined automatically from the AIDA (formerly CEDAM) national database. Insureds transferring from EU insurers may present a Certificate of Claims History (Certificat de Daunalitate) for Bonus-Malus assignment.
