Key conditions

Territorial scope

Coverage is valid on Romanian territory and on the territories of Green Card system member states, with the following exclusions for all vehicles: Albania, Azerbaijan, Belarus, Iran, Morocco, Moldova, North Macedonia, Russia, Tunisia, Turkey, Ukraine. For freight/passenger transport vehicles (including semi-trailers), Montenegro is additionally excluded. In covered states, the higher of Romanian policy limits or local statutory minimum limits applies.

Green card rules

The Green Card (international motor insurance certificate) is included with the RCA policy and extends liability coverage to Green Card member states (subject to country exclusions listed in territorial scope). Coverage in foreign countries applies at the higher of the Romanian policy indemnification limits or the limit imposed by the legislation of the state where the accident occurred.

Driver restrictions

No specific driver age restriction stated in the PIDs. The policy covers the registered vehicle owner/user. For vehicles registered in other states to be permanently registered in Romania, proof of fiscal registration in Romania is required. For provisionally authorized vehicles, maximum coverage period is 30 days (cumulated up to 90 days per PID D). For export vehicles, maximum 30 days.

Claim notification deadline

The insured must notify OMNIASIG within 5 working days from the date of the insured event. The insured must also provide the injured party, upon request, with the information necessary for formulating compensation claims.

Bonus-malus rules

The bonus-malus system is regulated by ASF Norm 20/2017 and Law 132/2017. Policyholders with no paid claims in the reference period receive a bonus (premium reduction). For each event for which compensation was paid, a malus of two classes is applied (premium increase). The bonus-malus class is maintained for the entire calendar year in which the RCA contract is concluded, regardless of the insured period. The reference period covers the last 3 calendar years prior to the RCA purchase date.
