Regulatory updates
The Autoriteit Consument & Markt (ACM) decided on 18 December 2025 (published 9 January 2026) that VGZ Zorgverzekeraar N.V. may acquire exclusive control over the health insurance portfolio of ONVZ Ziektekostenverzekeraar N.V. and ONVZ Aanvullende Verzekering N.V., concluding that sufficient competition remains in the health insurance market. The phased transition began on 1 February 2026, with VGZ becoming full risk-bearer for ONVZ's basic and supplemental policies from 1 January 2027, growing VGZ's membership toward roughly 4.5 million. Coöperatie VGZ closed 2025 with a positive result of €578 million, driven mainly by lower-than-expected care costs and investment returns, and reported a Solvency II ratio of 155% of the required minimum. DNB supervises the fitness and reliability of board members and senior management and financial solvency, while NZa oversees compliance with the Zorgverzekeringswet and the duty of care.
