Centraal Beheer
Centraal Beheer is a motor third-party liability insurance for the NL market with online purchase and 24/7 assistance.
Direct payment
Centraal Beheer handles all claims and pays the injured third party directly. The insurer has the lead in settling damages, may pay the other party directly, and may make agreements with the counterparty. In case of legal obligation (WAM or foreign law), the insurer pays even if the policyholder did not comply with policy conditions.

Property damage liability
Covered
Third-party property damage (other vehicles, loose items, real estate and animals) caused by the insured vehicle is covered up to €2,500,000 per event.
Legal defence (Rechtsbijstand Verkeer)
Optional
Legal defence coverage (Rechtsbijstand Verkeer) is available as an optional add-on via Stichting Achmea Rechtsbijstand, covering legal assistance for traffic-related disputes including damage recovery, disputes over repairs, and licence issues. Costs of an in-house legal action against the insured are covered under the base WA (art. 10): the insurer leads, chooses the lawyer and sets the position.
Green Card (international insurance certificate)
Covered
The policy is valid in all countries listed on the Green Card (not crossed out). Abroad, the laws and regulations of that country apply. A Green Card is issued free of charge as proof of insurance.
Roadside assistance (emergency breakdown cover included in WA base)
Conditional
Basic emergency breakdown assistance (towing, transport of car and occupants after an accident where the car can no longer be driven) is included in the base WA policy under articles 11–12. Extended roadside assistance for mechanical breakdown (Pechhulp Nederland / Pechhulp Buitenland) is available only as an optional paid add-on.
Driver accident cover
Excluded
Damage to the driver (bodily injury or death of the driver) is explicitly excluded from the WA base policy (art. 14). The optional Inzittendenverzekering covers the driver as well as passengers up to €1,000,000 per event.
Passenger accident cover (Inzittendenverzekering)
Optional
Passenger accident cover is available as an optional add-on (Inzittendenverzekering, P V-RV-10-251). It covers bodily injury, death, permanent invalidity, medical costs, income loss and baggage damage for all occupants (including the driver) up to €1,000,000 per event for personal injury and €5,000 for property. Coverage applies regardless of who caused the accident.
Key conditions
territorial_scope
The policy is valid in all countries listed on the Green Card that are not crossed out. Abroad, the laws and regulations of the respective country apply. The policy stops if the policyholder moves to a foreign address or stays abroad for more than 1 year. The policy also stops if the car is abroad for more than 180 consecutive days.
green_card_rules
A Green Card is issued free of charge as the international certificate of insurance. Coverage applies in all countries listed on the Green Card (not crossed out), in accordance with local laws. Bond costs abroad (car impounded or insured detained) are covered up to €100,000 per event, provided the damage is insured and the insured assists in recovering the amount.
driver_restrictions
The driver must have a valid driving licence and be authorised to drive by the vehicle owner. Drivers under the 2toDrive rules must comply with those rules. No coverage if the driver: lacks a valid licence; is prohibited from driving by law or court order; is prohibited from driving by the vehicle owner; or does not comply with 2toDrive rules. The vehicle must be registered in the name of the policyholder, cohabiting partner, resident child, or step-parent with whom the policyholder lives, or a lease company. No coverage if the vehicle is registered in a company name (except via a separate business insurance).
claim_notification_deadline
The insured must report the damage as soon as possible via the app, online or by telephone. The insured must provide full cooperation, forward all information immediately, do nothing detrimental to the insurer, and (in case of joyriding, embezzlement or theft) file a police report. The insured must forward the police report as quickly as possible.
bonus_malus_rules
The bonus-malus system uses a 30-step ladder. The starting step depends on the number of claim-free years. With 0 claim-free years, the policyholder starts at step 6. Each claim-free year moves the policyholder up one step (bonus). Each paid claim causes a step reduction (malus), as detailed in Appendix 1. The maximum discount at step 30 is 79%; at step 1 a surcharge of 15% applies. Claim-free years are registered with Roy-Data (shared database accessible to all Dutch insurers). Certain events (e.g. damage to upholstery due to transporting injured persons, collision with a cyclist or pedestrian not attributable to the insured) have no impact on claim-free years.
