The Bank of Greece has been the competent insurance regulatory and supervisory authority since 1 December 2010. Alternatively or in parallel, submit a complaint to the Hellenic Consumer Ombudsman (Συνήγορος του Καταναλωτή), the independent alternative dispute resolution (ADR) authority for consumer disputes, including insurance. The complaint must be filed within 1 year of becoming aware of the harmful act or omission. The Ombudsman acts as mediator and does not impose sanctions.

Any authorisation to carry out insurance distribution granted by an EU member state is valid in all other EU member states. EEA-authorised insurance undertakings may write insurance business directly in Greece on a cross-border basis without establishing a local presence (Freedom of Services), or through a branch (Freedom of Establishment), subject to prior notification to the Bank of Greece through the home-state supervisory authority. In all cases, EEA insurers operating in Greece must comply with Greek rules adopted for reasons of general good, in particular consumer-protection and conduct-of-business requirements. The Hellenic Association of Insurance Companies (EAEE) was founded in 1907 originally as the 'Association of Fire Insurance Companies Operating in Greece.' The 1987 Greek Institute for Insurance Education (EIAS) was established, the country's first specialised educational body in insurance. Liberalisation – Implementation of the EU Third Insurance Directive
1994 was a major turning point: Greece implemented the EU Third Insurance Directive, abolishing all administrative controls and completely liberalising pricing, including Fire and Motor branches that had operated on uniform tariffs for decades. The number of insurance companies declined by approximately 38% between 1994 and 2003, while average firm size increased by almost 500%. Between 1995 and 2000, the total number of companies decreased by approximately 21%. The life sector experienced average annual productivity growth of 16.1%, the non-life sector 6.5%.

Insurance Contract Act and State Dominance
Law 2496/1997 (Insurance Contract Act) regulated the terms and conditions for insurance contracts, governing relations between insurers and insureds and discriminating in favour of the insured as the weaker party. As of 2001, state-owned insurance companies still held a market share of approximately 37.9% in life insurance. Tax incentives for voluntary health insurance (VHI) were lowered in 1997.
