Valid in all ETA/EEA member states automatically. Valid in Green Card treaty countries outside EEA on the basis of a Green Card issued by Fennia. Bodily injury liability

Covered

Covers personal injury claims arising from the use of the motor vehicle in traffic, in accordance with the Finnish Motor Liability Insurance Act. Covers medical expenses, loss of earnings, permanent disability, cosmetic harm, rehabilitation, care allowance, clothing allowance, funeral expenses, and survivor's pension. No statutory monetary cap; compensation is determined by law and court guidelines.

Property damage liability

Covered

Covers property damage claims caused to third parties (innocent party) from the use of the motor vehicle in traffic. The maximum compensation for property damage from a single MTPL policy is EUR 5,000,000 per incident. Does not cover damage to the insured vehicle itself, its towed trailer, or goods/cargo in them.

Legal defence (oikeusturvavakuutus)

Excluded

Legal defence insurance (covering necessary and reasonable legal and court costs arising from disputes related to vehicle ownership, possession or driving) is NOT included in standalone MTPL. It is available only as part of Fenniakasko (partial or comprehensive casco packages), requiring at least one of: collision, wild animal, vandalism, fire, or theft cover.

Green Card (international motor insurance certificate)

Covered

The motor liability insurance is automatically valid in all EEA member states. For travel outside the EEA to Green Card treaty countries, Fennia issues a Green Card (international certificate). The Green Card is recommended whenever travelling outside the Nordic countries. It can be ordered via the Oma Fennia online service. Countries covered outside the EEA: Albania, Andorra, Azerbaijan, Bosnia-Herzegovina, North Macedonia, Morocco, Moldova, Montenegro, Serbia, Tunisia, Turkey, and Ukraine (case-by-case assessment applies).

Roadside assistance / Trip interruption cover (Autopalveluvakuutus)

Excluded

Roadside assistance and trip interruption cover (Autopalveluvakuutus) is NOT included in the standalone MTPL policy. It is part of Fenniakasko partial or comprehensive packages. The MTPL does not cover towing costs when a vehicle breaks down or is damaged. Autoapu 24h provides 24/7 assistance to arrange towing and claims reporting, but the actual towing cost reimbursement depends on the casco policy held.

Driver accident cover (bodily injury to driver)

Covered

Under Finnish Motor Liability Insurance Act, the MTPL covers bodily injuries sustained by the driver of the vehicle if the accident is caused by another party's fault. If the driver is the at-fault party, they are excluded from claiming bodily injury compensation from their own MTPL. Compensation is unlimited in accordance with the Act.

Covered

The MTPL covers bodily injuries sustained by all passengers of the insured vehicle, regardless of fault. Covers medical costs, loss of earnings, permanent disability, rehabilitation and other costs as prescribed by the Motor Liability Insurance Act. Compensation is unlimited in accordance with the Act.

Key conditions

territorial_scope

The MTPL is valid in all EEA member states automatically, providing coverage equal to or better than Finnish law or the local state's law (whichever is higher). In Green Card treaty countries outside the EEA, coverage applies on the basis of a Fennia-issued Green Card or without one where not required. The EEA countries covered include: Netherlands, Belgium, Bulgaria, Spain, Ireland, Iceland, Italy, Austria, Greece, Croatia, Cyprus, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, Portugal, Poland, France, Romania, Sweden, Germany, Slovakia, Slovenia, Finland, Denmark, Czech Republic, Hungary, and Estonia.

green_card_rules

The Finnish MTPL is automatically valid throughout the EEA without a Green Card. For travel to Green Card treaty countries outside the EEA (Albania, Andorra, Azerbaijan, Bosnia-Herzegovina, North Macedonia, Morocco, Moldova, Montenegro, Serbia, Tunisia, Turkey, Ukraine), Fennia issues a Green Card upon request. Issuance is subject to case-by-case assessment and Fennia may not always issue it for all listed countries. The Green Card can be ordered via Oma Fennia online service and is recommended when travelling outside the Nordic countries.

driver_restrictions

No named driver restrictions; the MTPL covers any driver of the insured vehicle. However, if the driver caused the accident while under the influence of alcohol or narcotics, or in other circumstances specified in Section 48(1) of the Motor Liability Insurance Act, Fennia has a right of recourse against the driver. Compensation may be reduced or denied to an injured party who was intoxicated or had stolen the vehicle.

claim_notification_deadline

The policyholder must notify Fennia or its representative without delay upon learning of a traffic accident that may lead to a compensation claim. All documents and information required for handling the claim must be submitted to Fennia. A compensation claim must in any case be presented within ten years of the occurrence of the insured event.

bonus_malus_rules

The bonus-malus system is based on bonus tables effective from 1 June 2024. The maximum bonus is 83% (for private individuals' car MTPL). New customers aged 30 or over with a clean driving history receive a starting bonus of 64%. The same bonus applies to all privately registered passenger cars, vans, and motorhomes of the same policyholder. Motorcycles have a separate bonus table with a maximum of 70% (achievable in 10 years). A claim-affecting accident reduces the bonus of all vehicles in the same bonus group. When the maximum bonus has been held for three years, a bonus protection (bonusturva) activates for the MTPL so that the first traffic claim does not reduce the bonus.

Rental car coverage

Coverage for rental car costs when insured vehicle is in repair following covered damage

Bonus group rule – shared bonus across all vehicles

If a private individual policyholder's bonus class for one vehicle is reduced due to a claim, the MTPL bonuses for all other vehicles of the same policyholder in the same bonus group are also reduced to the same bonus class. The same bonus applies across all privately registered passenger cars, vans, and motorhomes.
