Traffic insurance compensates personal injury caused by the use of the motor vehicle in traffic in Finland (medical costs, loss of income, temporary or permanent disability, death) in accordance with the Traffic Insurance Act, and such damage is compensated in full without a maximum compensation cap.

Key conditions

Territorial scope

The traffic insurance is valid in all EEA member states. In non-EEA Green Card Convention states it is valid as third-party liability insurance based on the green card, or without one where not required, with compensation determined by the law of the country where the accident occurred. The insurance is not valid in Russia, Belarus, or Iran.

Green card rules

Policyholders can obtain a green card from Turva as proof of insurance when driving abroad in Green Card Convention countries outside the EEA. In these countries, compensation for a traffic accident is determined according to the legislation of the country where the accident occurred.

Driver restrictions

The terms and conditions do not set age or licence-type restrictions on who may drive the insured vehicle. However, the policyholder must be the vehicle's registered owner or keeper, and the registered keeper must be the vehicle's actual user; Turva may cancel the policy within 14 days if a person who is not obligated to insure the vehicle has been listed as policyholder.

Claim notification deadline

The policyholder must notify Turva or its representative of a traffic accident without undue delay upon becoming aware of it. The claim report can be submitted electronically, by phone, or by post using the claim form, and the policyholder must provide all information and documents needed to process the claim.

Bonus-malus rules

Under the 1.6.2025 policy terms, a new claim-free policy starts with a minimum bonus of 25% (or 0% if the customer does not consent to use of their insurance/claims history); Turva's current customer-facing pages instead advertise a raised minimum starting bonus of at least 35%. Bonus generally rises 5 percentage points per claim-free period under the T&C (plus a 5-point 'diligence bonus' every two consecutive claim-free periods), while turva.fi states bonus accrues at 10 percentage points per claim-free year, up to a maximum of 80%, reachable in as little as five years. A claim reduces the bonus by 15 percentage points from the start of the following insurance period. The 'Bonusturva' (bonus protection) preserves the bonus through the first claim once maximum bonus (bonus class 19, 80%) has been reached for at least two or three years depending on when the policy began.
