Under Greek MTPL law (Law 489/1976 as updated by Law 5113/2024), passengers are treated as third parties and their bodily injury and death claims are covered within the bodily injury liability limits. This is mandatory and included in all MTPL policies.
Key conditions
Territorial scope
Compulsory third-party liability cover is valid in Greece, the European Union, the EEA, and all countries whose National Bureaux have signed the unified agreement of the Council of Bureaux (Green Card system). Supplementary covers (legal defence, roadside assistance, glass breakage) apply within the Greek territory only.
Green card rules
The Green Card (International Motor Insurance Certificate) is issued by Greek MTPL insurers and administered by the Motor Insurance Bureau of Greece (MIB-Hellas). It certifies compulsory liability cover for travel in Green Card member states. For countries outside the standard coverage area, a special written certificate must be obtained from the insurer upon written request.
Driver restrictions
The MTPL policy covers the owner, holder, and any driver of the insured vehicle who holds a valid driving licence for the vehicle category, as required by law. Damages caused by a driver without a valid licence or under the influence of alcohol at the time of the accident are excluded from coverage under Greek MTPL law.
Claim notification deadline
The policyholder must notify the insurer within 5 working days of a motor accident for claims to be properly processed. Failure to notify within this period may result in claim denial. For Friendly Settlement (Φιλικός Διακανονισμός), the accident report form must be completed at the scene by the drivers involved.
Bonus-malus rules
Greek MTPL insurers apply a bonus-malus (no-claims discount / loading) system whereby the premium is adjusted annually based on the policyholder's claims history. A claim-free year results in a premium discount (bonus), while a fault claim results in a premium increase (malus). Specific rates and classes are set by each insurer within the framework permitted by Greek insurance regulation.
