Direct loss settlement (Tiešā zaudējumu regulēšana / TZR) is available as an optional add-on, allowing the injured party to submit a claim to their own insurer (Compensa) rather than to the at-fault party's insurer, when both vehicles are insured in the direct settlement system.

Green Card (International Motor Insurance Certificate)

The Green Card (International Motor Insurance Certificate) is issued free of charge together with the OCTA policy and is valid in all countries covered by the standard policy territory. For travel to countries outside the standard OCTA territorial scope that are members of the Green Card system (Albania, Azerbaijan, Morocco, Moldova, Tunisia, Turkey, North Macedonia, and Ukraine), the policyholder must arrange an extension in advance through Compensa customer service centres; no separate fee is charged for the certificate itself.

Key conditions

territorial_scope

The standard OCTA policy is valid in Latvia and all EEA member states, the Swiss Confederation, Andorra, Serbia, Bosnia and Herzegovina, Montenegro, and the United Kingdom of Great Britain and Northern Ireland. A printed copy of the policy must be carried when travelling abroad. A Green Card is required for travel to Albania, Azerbaijan, Morocco, Moldova, Tunisia, Turkey, North Macedonia, or Ukraine.

The Green Card is an International Motor Insurance Certificate issued free of charge with the OCTA policy. It is required when driving to or through countries outside the standard OCTA territorial scope that are members of the Green Card system: Albania, Azerbaijan, Morocco, Moldova, Tunisia, Turkey, North Macedonia, and Ukraine. The policyholder must arrange the territorial extension in advance with Compensa before travel; no separate charge is made for the certificate itself.

driver_restrictions

The OCTA policy covers the civil liability of the registered vehicle owner or lawful holder for damages caused to third parties during road traffic. There are no named-driver restrictions under the Latvian MTPL law; the policy follows the vehicle. Recourse may be applied by the insurer if the accident was caused intentionally, under the influence of alcohol, or if the vehicle was used without authorisation.

claim_notification_deadline

The at-fault party must submit a completed coordinated accident statement and explanation of circumstances to Compensa within 10 calendar days of the accident, together with photos of the scene and vehicle damage. The injured party has up to 1 year to submit a compensation claim. Claims can be submitted via the Compensa portal or by email to atlidzibas@compensa.lv.

bonus_malus_rules

The Bonus-Malus (BM) system is centrally administered by the Latvian Motor Insurers' Bureau (LTAB) and recalculated once per calendar year on 15 September. There are 17 BM classes: classes 1–5 are high-risk (malus), class 6 is the neutral starting class assigned on first purchase, and classes 7–17 are low-risk (bonus). To advance one class, the vehicle must be insured for at least 275 days in the year with no at-fault accidents. The BM class is assigned to the vehicle owner/holder, not the vehicle itself.
