Elmo Insurance
Elmo Insurance is a motor third-party liability insurance for the MT market with online purchase and limited assistance availability.
Direct payment
Claims must be lodged in writing at Elmo's Head Office, a branch, a TII office, or by email or post. Claims submitted by phone are not accepted. Elmo's cost control team orders and delivers parts to the approved repairer. For VAT-registered commercial vehicle owners, the owner purchases parts and claims settlement net of VAT once liability is determined.

Malta (primary). Third party liability extends to all Designated States (EU/EEA, Andorra, San Marino, Vatican City, Switzerland) and through Third Countries on direct journeys between Malta and Designated States. Own damage cover abroad available by endorsement; free 30-day extension for Private Cars in Designated States.

Third Party Death or Bodily Injury Liability
Covered
Legal liability for death or bodily injury to other persons arising from any one accident involving the motor vehicle or its loading/unloading. Covers the policyholder, authorised drivers, and passengers. Also covers accidents involving a lawfully towed trailer.

Covered
Legal liability for damage to third party property arising from any one accident involving the motor vehicle or its loading/unloading. The maximum payable for third-party Loss of Use (hire of substitute vehicle) shall not exceed €1,500 per third-party claimant.

Covered
Covers legal fees and expenses incurred as plaintiff up to €1,200 to recover uninsured losses relating to a policy excess, loss of earnings, loss of use, loss of personal effects, compensation for death or personal injury, or property damage resulting from a motor accident involving the insured vehicle. The motor accident must have occurred in Malta. The lawyer is chosen by Elmo unless otherwise agreed in writing. Applicable to all cover types.

A Green Card is not required for travel within Designated States (EU/EEA, Andorra, San Marino, Vatican City, Switzerland); the Certificate of Motor Insurance provides sufficient evidence. A Green Card must be purchased when travelling to a country outside the EU/Designated States. Elmo will issue a Green Card or Endorsement if required.

Service is available 24/7 and provided through Elmo's partner Motor Towing Company Limited (MTC). Commercial Vehicle roadside assistance covers Malta and Gozo only.

The driver's own death or bodily injury due to a motor accident is explicitly excluded from third-party liability cover under MTPL. Covered
Passengers travelling in, or getting into or out of, the motor vehicle are covered in the same way as the policyholder under Section 1 Third Party Liability. The bodily injury liability limit applies collectively to all third parties including passengers. Note: a separate optional Personal Accident benefit (up to €5,000 per person, €10,000 per accident maximum) is available under Comprehensive cover for Private Cars under Section 5.

Third party liability is covered while driving the insured vehicle in all Designated States (EU/EEA member states, Andorra, San Marino, Vatican City and Switzerland) and through Third Countries on direct journeys between Malta and a Designated State. Own damage cover outside Malta requires an endorsement (30 days free of charge annually for Private Cars in Designated States). A Green Card must be obtained for travel to non-Designated States.

All Designated States have agreed that a Green Card is not necessary for cross-border travel within those states; the Certificate of Motor Insurance is sufficient evidence of compliant cover. For travel to any country that is not a Designated State, the policyholder must notify Elmo prior to travel and, upon payment of an agreed additional premium, Elmo will extend the policy and issue an International Motor Insurance Card (Green Card) for the period indicated.
driver_restrictions
Only Authorised Drivers as defined in the Policy Schedule (numbered 1–9) are covered. Cover is void if driven by: a person not listed as an Authorised Driver; a person disqualified from driving; a person who does not hold or has not held a valid driving licence for the relevant category; a person under the influence of alcohol beyond the legal limit set by Cap. 65 Laws of Malta; a person who tested positive for drugs. Specific age-based excess bands apply to drivers under 21 years, between 21 and 24, and those over 25 with less than 2 years driving experience.
claim_notification_deadline
The policyholder must notify Elmo in writing as soon as possible after any occurrence which may result in a claim. Every judicial notification or communication relating to a claim must be sent to Elmo immediately. In the event of theft or criminal act, police must be advised immediately. No admission of liability must be made without Elmo's consent. Theft claims will not be settled prior to three months from the date of loss.

A No Claims Discount (NCD) is applied as a percentage reduction on the premium for claim-free years. For Private Cars – Comprehensive: 0% at inception, 25% after year 1, 35% after year 2, 40% after year 3, 65% after year 4 and year 5. For Third Party Only / Third Party Fire & Theft: 0% at inception, 20% after year 1, 30% after year 2, 40% after year 3, 60% after year 4, 65% after year 5. Claims reduce the NCD step as per the published scale. For Commercial Vehicles: max 40% NCD after 4+ consecutive claim-free years; a single claim triggers a step-back of two NCD steps.

Windscreen Damage and Glass Cover
Optional coverage for windscreen and glass damage up to €500, applicable only to Private Cars.
Loss of Keys
Optional coverage for loss of keys up to €750.
Personal Belongings
Optional coverage for personal belongings up to €300 total (€150 per any one item).
Medical Expenses
Optional coverage for medical expenses up to €250.
Child Car Seat
Optional coverage for child car seat up to €150.
Personal Accident Cover
Optional coverage providing up to €5,000 to any one person following any one accident during the period of insurance.
Third Party Liability Limits
Legal liability coverage with limits up to €6,450,000 per accident for death or bodily injury to third parties, and up to €1,300,000 per accident for damage to third party property.
European Coverage Terms
Fire, theft and own damage cover outside Malta is offered at an additional premium. For Private Cars, 30 days of annual cover outside Malta is offered. Green Card required for travel outside European Union.
Approved Repairer Requirement
Damaged vehicles must be repaired at an approved repairer. Insurer's cost control team orders required parts and arranges delivery to the repairer.
Vehicle Registration Requirement
Motor vehicle must be registered in Malta within 30 days from date of purchase or already registered in Malta.
Vehicle Maintenance Condition
Policyholder must take all reasonable precautions to ensure the motor vehicle is safe and roadworthy.
Accident Reporting Condition
Policyholder must inform the insurer as soon as possible of any accident, injury, loss or damage that may give rise to a claim.
Excess Structure
Compulsory excess applies to all claims. Optional voluntary increases in excess (€125 or €250) available with premium reduction. Excess reduction endorsements available.
Motorcycle Exclusion
Certain cover options and benefits (such as optional excess increases of €125 or €250) explicitly state 'Your Motor Vehicle is not a Motorcycle', excluding motorcycles from these features.
Information Disclosure Obligation
All information disclosed on proposal forms and claim forms must be truthful, correct and complete. Material facts or changes must be reported immediately.
Vehicle Ownership Condition
Policyholder must inform insurer if the vehicle belongs to anyone else, is sold, or is being used regularly by another person.
