Maximum indemnity limit for bodily injury and death caused to third parties in a motor vehicle accident. Equivalent to the EU-mandated minimum of EUR 6,070,000 at the applicable exchange rate. If the legislation of the EU member state where the accident occurred imposes a higher limit, that higher limit applies.

Green card rules

The Green Card (International Insurance Certificate) is issued together with the RCA policy and is valid in the territories listed in the policy form that are not marked with 'X'. The insured must present the Green Card when traveling abroad in countries requiring it. For vehicles registered in other states to be permanently re-registered in Romania, conclusion of the RCA contract requires proof of fiscal registration of the vehicle in Romania.

Driver restrictions

All drivers of the insured vehicle are covered under the RCA policy as the coverage is vehicle-based (mandatory for all owners of registered vehicles). No named-driver or age restrictions are imposed by the insurer beyond the statutory framework. Persons and legal entities using vehicles exclusively for training, races, or rallies organised legally are not required to hold an RCA contract; such risks may be insured facultatively.

Claim notification deadline

The insured must notify the RCA insurer within 5 working days from the date of the motor vehicle accident, providing information about the causes and circumstances of the accident and informing the insurer whether the injured party has claimed compensation and whether criminal or administrative proceedings have been initiated.

Bonus-malus rules

Premium pricing is adjusted according to the insured's bonus-malus class, which reflects their accident and claims history. Claim-free years move the insured to a better bonus class with lower premiums; at-fault accidents causing paid claims move the insured to a malus class with higher premiums. The system is applied to the driver, not the vehicle. EU damage record certificates are accepted. The system is regulated by ASF norms under Law 132/2017 and ASF Norm 20/2017.
