Insurance Joint-Stock Company DallBogg: Life and Health AD
DallBogg: Life and Health AD was Bulgaria's largest non-life insurer by gross written premium, founded in 2008 as a voluntary health insurer and later expanded to general (non-life) insurance. It is part of the Commercial League holding group and had operated across multiple EU markets including Romania, Italy, Poland, Greece and Spain. On 9 June 2026, the Financial Supervision Commission revoked its insurance license due to gross and systemic violations of the Insurance Code, non-compliance with Solvency II capital requirements, and failure to pay court-established claims. The company is managed by two court-appointed quaestors and, following termination of its office lease by the majority shareholder, was forced to vacate its Sofia headquarters in July 2026. As of September 2026, no formal insolvency has yet been declared by a Bulgarian court, but lawmakers have proposed emergency amendments to the Insurance Code to help fund the Guarantee Fund shortfall expected from DallBogg claims.

Regulatory updates
On 10 June 2025, Bulgaria's FSC imposed a temporary 3-month ban on DallBogg's cross-border insurance activities across the EEA, effective from 1 July 2025. On 1 October 2025, the FSC issued a new indefinite ban on cross-border products and services due to persistent and newly identified issues. On 2 April 2026, the FSC imposed an immediate ban on DallBogg concluding any new insurance or reinsurance contracts within Bulgaria, citing violations of the Insurance Code, market conduct rules, and a significant capital shortfall, and later barred the company from freely disposing of its assets. On 9 June 2026, the FSC revoked DallBogg's insurance license entirely after finding the solvency recovery plan submitted on 11 May 2026 manifestly inadequate, identifying a capital shortfall of approximately EUR 280 million, confirming numerous gross and systemic regulatory breaches across EU markets, and establishing unlawful refusal to pay court-established monetary obligations in Poland, Romania and Italy. From 9 June 2026, DallBogg is managed by two court-appointed quaestors (Rozalina Gradinarova-Stoyanova and Natalia Kumpikova). On 2 July 2026, the FSC referred suspicious asset-disposal contracts involving the insurer to the prosecution service. In July 2026, the property owner (linked to founder Tihomir Kamenov) terminated the lease on DallBogg's Sofia headquarters at 1 G.M. Dimitrov Blvd, forcing the quaestors to relocate the company's registered office by 15 July 2026. Existing policies remain valid until insolvency is declared; MTPL claims in Bulgaria and in EU countries where DallBogg operated (mainly Poland, Romania and Italy) are covered by the respective Guarantee Funds once DallBogg's own resources are exhausted. In early September 2026, Bulgarian lawmakers proposed emergency amendments to the Insurance Code to strengthen the funding mechanism of the Guarantee Fund in anticipation of a significant shortfall linked to DallBogg claims. As of September 2026, no Bulgarian court has yet declared DallBogg insolvent.
