KFN declares DallBogg ownership transfer to founder's son illegal

Insurance Code amended: bonus-malus for MTPL and strengthened supervisory powers

KFN imposes initial 3-month ban on DallBogg cross-border FoS activities

In spring 2025 the Polish supervisor KNF banned DallBogg from offering mandatory motor policies locally from 17 April 2025. The Romanian regulator announced a similar temporary measure in June. EU Insurance Recovery and Resolution Directive 2025/1 enters into force

Competition Commission opens cartel investigation into MTPL pricing for taxis

After national taxi driver protests, the Commission on Protection of Competition announced a cartel investigation into insurers, while KFN called on MTPL insurers to review their high tariffs for taxi drivers. Statutory body under the Insurance Code that compensates victims of road traffic accidents caused by uninsured or unidentified motor vehicles and pays claims where an insurer has been declared insolvent. It also manages the central information centre for MTPL insurance data. Its executive director confirmed in June 2026 that the Fund has sufficient resources to meet obligations arising from the DallBogg licence revocation. The Guarantee Fund's protection covers compulsory MTPL insurance only and does not extend to other lines such as credit or guarantee insurance.

Bulgaria adopted the euro on 1 January 2026 at the irrevocably fixed rate of BGN 1.95583 per EUR 1, becoming the 21st eurozone member. File a written complaint directly with the insurer or intermediary. The insurer must handle claims under its internal procedures required by the Insurance Code.

If dissatisfied, submit a written complaint to the Deputy-Chair of KFN overseeing Insurance Supervision. Use email delovodstvo@fsc.bg or submit in person at Sofia 1303, ul. Shar Planina 33. Attach copies of all relevant documents.

KFN reviews the complaint and may impose supervisory measures, but cannot order payment of compensation. Approximately 25 percent of complaints fall outside KFN jurisdiction.

For disputes over the amount of compensation, file a civil lawsuit in court. KFN cannot adjudicate civil insurance disputes.

Bulgaria, as an EU member since 2007 and eurozone member since 1 January 2026, fully implements the EU single insurance market. Bulgarian-licensed insurers may operate across the EEA via Freedom of Services or Freedom of Establishment by notifying KFN as home supervisor. Foreign EEA insurers may likewise enter Bulgaria after their home supervisor notifies KFN. KFN publishes public registers of all incoming and outgoing cross-border notifications.

An EEA insurer may open a branch or subsidiary in Bulgaria or a Bulgarian insurer in another EEA state. The home supervisor notifies the host regulator. Host-state conduct rules apply; prudential supervision remains with the home supervisor.

freedom of services

A licensed EEA insurer may offer policies in Bulgaria without a branch, and a Bulgarian insurer may do the same in other EEA states, after the home supervisor issues the cross-border notification. KFN publishes the list of Bulgarian insurers active cross-border under FoS. The DallBogg case demonstrated KFN powers as home supervisor: in October 2025 KFN imposed an indefinite ban on cross-border EU activities after the Polish (from April 2025) and Romanian (from October 2025) regulators had imposed bans on their territories, and the case ended with full licence revocation in June 2026.

Post-Communist Liberalisation and Market Formation

The state insurance monopoly was dismantled after 1989 and private companies emerged. The Association of Bulgarian Insurers was founded in 1992. The 1996-1997 banking and currency crisis disrupted the economy, but market reform from 1997 and foreign firm entry enabled growth.

2000-2007

EU Accession Preparation and Regulatory Consolidation

KFN was established on 1 March 2003, consolidating supervision of insurance, securities, and pension markets. Bulgaria aligned its insurance law with EU directives for its 2007 accession. Motor liability dominated as car ownership grew rapidly.

2007-2015

EU Single Market Integration and Financial Crisis Impact

EU accession opened the single market to Bulgarian insurers. The global financial crisis caused premium income to fall until 2012, after which slow growth resumed. Insurance penetration remained low at around 2 percent of GDP. The new Insurance Code entered into force on 1 January 2016.

2016-2023

Strong Premium Growth and Market Concentration

The market recorded sustained double-digit growth from 2021 to 2023, with total GWP exceeding BGN 4 billion for the first time in 2023. Motor insurance drove over 70 percent of non-life premiums. Foreign groups including VIG, Generali, Allianz, and KBC consolidated leading positions alongside domestic players. The 2018 collapse of Cyprus-based insurer Olympic left over 200,000 Bulgarian motorists without cover.

What is mandatory motor third-party liability insurance and who must have it?

Mandatory Motor Third-Party Liability insurance, called Grazhdanska Otgovornost or GO, is compulsory for all motor vehicle owners under the Insurance Code. Driving without valid GO results in fines of BGN 250 for owners and BGN 400 for drivers. Legal entities face up to BGN 2000, and traffic police can stop the vehicle from circulation.

How do I file a complaint if my insurer refuses to pay?

First file a written complaint with the insurer. If unresolved, submit a written complaint to the Deputy-Chair of KFN Insurance Supervision at email delovodstvo@fsc.bg or in person at Sofia 1303, ul. Can a foreign EU insurer sell insurance in Bulgaria without a local licence?

MTPL claims are handled by conservators and, if assets are insufficient, passed to the Guarantee Fund. Policies concluded after the new business ban are invalid.
