Green card rules
Pursuant to the Bulgarian Insurance Code effective 01.01.2016, the Green Card international certificate is issued together with each MTPL policy at no additional fee or other payment. The certificate serves as international proof of cover in all Green Card member states and EU/EEA countries.A Green Card certificate is issued free of charge with every MTPL policy and is delivered by courier within three business days of payment. For EU/EEA travel only the policy document is required. For travel to non-EU Green Card member countries the Green Card certificate is mandatory. If the certificate is lost, a duplicate can be requested from the insurer. To exercise the right of withdrawal, the client must return the policy, the Green Card certificate, and the policy sticker.Not availableA Green Card international insurance certificate is issued with the MTPL policy at no additional cost and serves as proof of cover abroad. The sticker and Green Card are delivered free of charge by courier within 2 business days of policy issuance. Driver restrictions
The insurance covers the owner, user and holder of the motor vehicle for which a valid contract exists, as well as any person who actually drives or uses the vehicle on a legal basis. No express written authorization is required from the named insured for the driver to be covered. The insured must notify the insurer in writing within 7 days of any change in ownership and must report any material change in the use of the vehicle (e.g. rental, leasing, use as taxi).Coverage extends to the owner, the user, and the holder of the vehicle covered by a valid insurance contract, as well as any person lawfully driving or using the vehicle named in the policy. Any person can take out the insurance even if they are not the vehicle owner. The premium is calculated based on vehicle technical parameters (type, engine displacement, total weight, year of manufacture, number of seats), the registered address municipality of the vehicle owner, and the driver's age.Not availableThe policy covers the liability of the vehicle owner, user and holder for which a valid insurance contract exists, as well as any person who drives or uses the vehicle stated in the policy on a lawful basis. Claim notification deadline
In the event of an insured incident, the insured must notify the insurer within 7 working days of becoming aware of the occurrence. The insured must immediately notify the competent traffic control authorities where required by law, must not leave the accident scene until the competent authorities arrive (except where emergency medical care is necessary), and must not consume alcohol or narcotic substances until authorities arrive. All documents proving the occurrence of the insured event must be provided to the insurer.Upon occurrence of an insured event the policyholder must: immediately notify the competent authorities where required by law; promptly notify the insurer with full details of the event and cooperate during any investigation; not leave the scene until competent authorities arrive (except in cases requiring emergency medical care); not consume alcohol or narcotics until authorities arrive; provide the injured party with the data needed to file a claim. The claim notification must be accompanied by all required documents. A 15-day indemnification deadline applies for property damage claims from the submission of the last required document.Not availableThe insured must notify the insurer of the insured event within the prescribed deadlines and in the prescribed manner. Bonus malus rules
Bulgaria does not yet have a fully implemented mandatory statutory bonus-malus system for MTPL at the policy level. The Bulgarian Financial Supervision Commission has been working on a draft ordinance for a bonus-malus system, but as of the policy documents available it has not been formally enacted into binding regulation. Individual insurers may apply their own merit-rating adjustments to premiums. The premium is influenced by vehicle type, engine capacity, age and driving experience of the owner/usual driver, registration address, and claims history where applicable.The MTPL premium is differentiated based on the driver's claims history: Bul Ins offers up to 25% discount for drivers with no at-fault accidents, using its own proprietary claims database. Drivers with an at-fault accident pay a higher premium. The system is operated by Bul Ins on a voluntary basis ahead of any mandatory national bonus-malus system.Not availableBonus-malus rules are established by Ordinance No. 49 and the Bulgarian Insurance Code. Coverage limits and premiums are regulated by law. Flexible installment options are available: the premium may be paid as a single payment or in 2 or 4 installments depending on the type of vehicle. Coverage lapses at 24:00 on the 15th day after a missed installment due date.
Proof and next steps
Direct payment policy
The insurer pays compensation directly to the injured third party. The insured is not required to make advance payment; the insurer settles claims directly with injured persons in accordance with the Bulgarian Insurance Code and Ordinance No. 49.Claims can be reported by phone at 0700 16633 (national line), by email at proformi@bulins.eu for events in Bulgaria or claims@bulins.eu for events abroad, or in person at any Bulins office. Premium payments accepted in cash, by bank transfer, via intermediary, or online by debit/credit card at www.bulins.com/online.Compensation is paid by bank transfer to the IBAN account indicated by the injured party or the insured within 15 working days from submission of all required documents. Payment may also be made to an authorised representative holding a notarially certified power of attorney. The insurer is obliged to issue a decision within 3 months of the claim being filed.The insurer pays compensation directly to injured third parties up to the legally established limits of liability. Claims may be filed directly with DZI as the MTPL insurer. Reasonable costs related to filing claims, including court costs awarded against the insured, are also covered.
