Territorial scope
The MTPL is valid in all EEA member states automatically, providing coverage equal to or better than Finnish law or the local state's law (whichever is higher). In Green Card treaty countries outside the EEA, coverage applies on the basis of a Fennia-issued Green Card or without one where not required. The EEA countries covered include: Netherlands, Belgium, Bulgaria, Spain, Ireland, Iceland, Italy, Austria, Greece, Croatia, Cyprus, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, Portugal, Poland, France, Romania, Sweden, Germany, Slovakia, Slovenia, Finland, Denmark, Czech Republic, Hungary, and Estonia.The MTPL is valid in all EEA member states. It is also valid as liability insurance in non-EEA Green Card convention countries, except in Azerbaijan, Iran, Kosovo, Northern Cyprus, Morocco, Tunisia, Turkey, Belarus, Russia, and Nagorno-Karabakh. In non-EEA Green Card countries, the compensation is governed by the local law. A Finnish resident injured in another EEA country may elect Finnish law if more favourable.The MTPL policy is valid in all EEA member states. In non-EEA Green Card treaty countries (excluding Iran, Kosovo, northern Cyprus, Russia and Belarus), coverage applies as liability insurance based on the Green Card or without the card where it is not required. Claims in non-EEA Green Card countries are settled per local law, and compensation may be significantly lower than in Finland.The policy is valid in all EEA member states (including Switzerland per the product guide). In Green Card convention countries outside the EEA, the policy is valid as liability insurance on the basis of the Green Card issued by Pohjola, or without a Green Card where one is not required. Compensation in non-EEA Green Card countries is determined by the law of the country where the accident occurred. The policy also covers accidents caused by the insured vehicle in non-EEA transit areas on a direct journey between two EEA states where another EEA-registered vehicle is involved. Special conditions apply for Russia, Belarus, Iran, Tunisia, and Morocco.
Green card rules
The Finnish MTPL is automatically valid throughout the EEA without a Green Card. For travel to Green Card treaty countries outside the EEA (Albania, Andorra, Azerbaijan, Bosnia-Herzegovina, North Macedonia, Morocco, Moldova, Montenegro, Serbia, Tunisia, Turkey, Ukraine), Fennia issues a Green Card upon request. Issuance is subject to case-by-case assessment and Fennia may not always issue it for all listed countries. The Green Card can be ordered via Oma Fennia online service and is recommended when travelling outside the Nordic countries.The MTPL operates as a Green Card liability policy in non-EEA signatory states where a Green Card is required or accepted. In those countries, compensation is determined by the law of the country where the accident occurred. The policy is excluded from validity in Azerbaijan, Iran, Kosovo, Northern Cyprus, Morocco, Tunisia, Turkey, Belarus, Russia, and Nagorno-Karabakh.The Green Card (international certificate of insurance) is issued free of charge and is recommended whenever travelling outside the Nordic countries; in certain countries it is mandatory. It can be ordered from the LähiTapiola online service or by contacting LähiTapiola. Remember to order a separate Green Card for the tow vehicle and caravan if applicable.The Green Card is issued by Pohjola Insurance and enables the policy to operate as liability insurance in Green Card convention countries outside the EEA. The Green Card can be printed by the policyholder at any time via the op.fi online service. It must be carried as a printout — displaying it on a mobile device is not sufficient. If the policyholder is not the registered owner or keeper of the vehicle, a power of attorney from the owner is also required for taking the vehicle abroad.
Driver restrictions
No named driver restrictions; the MTPL covers any driver of the insured vehicle. However, if the driver caused the accident while under the influence of alcohol or narcotics, or in other circumstances specified in Section 48(1) of the Motor Liability Insurance Act, Fennia has a right of recourse against the driver. Compensation may be reduced or denied to an injured party who was intoxicated or had stolen the vehicle.The MTPL applies to the insured motor vehicle and covers any driver operating it with the owner's or holder's consent. No named-driver restriction applies under Finnish Motor Liability Insurance Act. The bonus-malus system is applied to the policyholder's own insurance and damage history, not to named drivers.The policyholder must be the owner or registered keeper of the vehicle. A family member who is the principal user of the vehicle for more than 30 days must be registered as the keeper in the vehicle register. There are no named-driver restrictions under the statutory MTPL policy; all drivers are covered.The policy is issued on a per-vehicle basis for private individuals. The vehicle must be owned or kept by the policyholder. The primary user of the vehicle must be registered as the keeper and the owner as the owner in the vehicle register. Providing false information about the owner, keeper, or user may result in compensation being reduced or denied entirely. Use of a proxy registrant (bulvaani) is expressly prohibited.
Claim notification deadline
The policyholder must notify Fennia or its representative without delay upon learning of a traffic accident that may lead to a compensation claim. All documents and information required for handling the claim must be submitted to Fennia. A compensation claim must in any case be presented within ten years of the occurrence of the insured event.Upon becoming aware of a traffic accident that may lead to a compensation claim, the policyholder must notify If in writing without undue delay. If possible, the notification should be submitted using an official accident report form. The policyholder must provide all information and documents needed to process the claim.Damage must be reported to LähiTapiola without undue delay. Claims can be submitted via the LähiTapiola online service, the mobile app, by phone or at a branch office. For vehicle theft, the insured loss is compensated only if no information about the vehicle being found is received within 30 days of the reported theft.A traffic claim that may lead to a compensation claim must be reported to Pohjola Insurance or its representative without undue delay after the policyholder becomes aware of it, electronically, by phone, or by post using the claims form. Under the Motor Liability Insurance Act, a compensation claim must be submitted to the insurer within three years of the claimant becoming aware of the damage and its consequences, and in any case within ten years of the occurrence of the damage.
Bonus malus rules
The bonus-malus system is based on bonus tables effective from 1 June 2024. The maximum bonus is 83% (for private individuals' car MTPL). New customers aged 30 or over with a clean driving history receive a starting bonus of 64%. The same bonus applies to all privately registered passenger cars, vans, and motorhomes of the same policyholder. Motorcycles have a separate bonus table with a maximum of 70% (achievable in 10 years). A claim-affecting accident reduces the bonus of all vehicles in the same bonus group. When the maximum bonus has been held for three years, a bonus protection (bonusturva) activates for the MTPL so that the first traffic claim does not reduce the bonus.For policies started on or after 20 May 2017, the starting bonus is at least 30%. The bonus increases by 10 percentage points each claim-free policy year (from 75% by only 5 pp to reach the maximum 80%). The maximum bonus is 80% and the minimum is 0%. A single claim reduces the bonus by 10, 15 or 20 pp depending on the bonus level at the time of the claim (from 75–80%: -10 pp; from 65–70%: -15 pp; from 60% and below: -20 pp). At the 80% bonus level, one claim in four years does not reduce the bonus. The bonus history can be transferred between vehicles within the same vehicle category. For policies started before 20 May 2017, a separate bonus table with classes E to M applies.The traffic bonus starts at 35% for new policyholders without prior insurance history. The bonus increases by 10 percentage points per claim-free policy year (5 percentage points in the first year after a claim). An additional reward bonus of +5 percentage points is earned for every two consecutive claim-free years. After one at-fault claim, the bonus decreases by 15 percentage points. The maximum bonus is 80%. Bonus protection (Bonusturva) is automatically activated once the bonus reaches 80% and there have been no claims in the two preceding years, ensuring the bonus does not fall after one accident.The bonus system applies to private individuals' MTPL policies for passenger cars, vans, motorhomes, lorries, buses, and motorcycles. The starting bonus for cars (policies started from 1 June 2017) is 40% (bonus class 5); maximum bonus is 80% (bonus class 17). Bonus is formed based on the policyholder's personal insurance and claims history stored in the shared insurer database. Bonus history is not transferable to another person or from one vehicle to another. A bonus protection (bonusturva) applies once the policyholder has held 80% bonus for at least 2 consecutive years — one covered claim will not reduce the bonus. The vehicle must have been in traffic for at least 120 days (cars) or 90 days (motorcycles) in a policy period for the bonus to increase. The bonus system does not apply to exempt-from-registration vehicles or museum vehicles.

Direct payment policy
Fennia pays compensation directly to the injured party under the Motor Liability Insurance Act. For vehicle repairs, Fennia coordinates payments directly with partner repair shops.
