Key conditions

territorial_scope

The MTPL cover is valid in all EEA member states, Switzerland, and Green Card system countries with which the Hungarian National Bureau has a bilateral agreement under the Internal Regulations, except Belarus and Russia. The legal assistance and assistance covers apply to a defined list of European countries (including all EU/EEA states, UK, Balkans, Turkey-European part only, Switzerland, etc.). The traffic accident cover is valid worldwide.

green_card_rules

A Green Card is issued on request and can only cover periods for which the premium has been paid. If the policyholder has only paid a partial premium and the paid period is shorter than 60 days from the due date, the Green Card may be issued up to the 60th day from the due date. Vehicles restricted to domestic use cannot have a Green Card issued. As of 1 January 2025, the Green Card may be presented electronically (PDF) on a portable device.

driver_restrictions

The MTPL policy covers any person driving the insured vehicle with the operator's permission. There are no age or named-driver restrictions for MTPL. The insurer has a right of recourse against: (a) drivers who drove without the operator's or authorised user's permission; (b) drivers under the influence of alcohol or substances impairing driving ability; (c) drivers without a valid driving licence; (d) operators who allowed such persons to drive; (e) operators whose vehicle was in a seriously neglected technical condition.

claim_notification_deadline

MTPL claims where the policyholder/insured is the at-fault party must be reported within 5 business days. If the policyholder/insured is the injured party, the claim must be reported within 30 days. Failure to report an MTPL claim within 5 business days may result in partial or total denial of coverage to the extent the insurer's payment obligation was affected. For casco and other coverages, claims must be reported promptly (in principle within 24 hours as a rule), preserving the damage condition until assessment.

bonus_malus_rules

The MTPL premium is classified under Hungary's mandatory bonus-malus system (21/2011 NGM Decree), consisting of A00 base class, B1–B10 bonus classes and M01–M04 malus classes. New entrants start at A00. The classification improves by one class each year if no claim is paid, provided the vehicle had cover for at least 270 days in the preceding period. Each at-fault claim triggers a downgrade according to the statutory table. The bonus-malus classification is personal (attached to the policyholder) and can be transferred to another vehicle of the same category within 2 years of policy termination. The insurer verifies classification against the central claims history registry between days 15–30 of the insurance period, with final classification by day 45.
