Voluntary Health Insurance Board (trading as Vhi Healthcare); underwriting subsidiary Vhi Insurance DAC

Vhi Healthcare DAC is regulated as an insurance intermediary and Vhi Insurance DAC as a non-life insurer, both by the Central Bank of Ireland, with the Vhi Group's insurance products also subject to regulation by the Health Insurance Authority, the statutory regulator of the Irish private health insurance market. The Voluntary Health Insurance Board, the ultimate state shareholder, holds all shares in Vhi Group DAC, which in turn holds the group's regulated subsidiaries (Vhi Insurance DAC, Vhi Healthcare DAC, Vhi Group Services DAC, Vhi Health & Wellbeing DAC). Vhi continues to update its Terms of Business (effective March 2026) and plan rules (e.g., hospital plan rule changes applicable from 1 October/1 November 2026), and periodically runs new-member discount promotions such as 10% off PublicPlus Care and First Care plans through late 2026.
