The Balcia OCTA policy is valid in all EEA countries, Andorra, Bosnia and Herzegovina, Switzerland, Montenegro, Serbia, and the United Kingdom. A Green Card is required for travel to Albania, Azerbaijan, Morocco, Moldova, Tunisia, Turkey, North Macedonia, and Ukraine. The optional 'Atlīdzība pie Balcia' direct settlement add-on is only valid for accidents occurring in Latvia, Estonia, or Lithuania.The standard MTPL contract is valid in Latvia, EEA countries, Switzerland, Serbia, Andorra, Bosnia and Herzegovina, United Kingdom of Great Britain and Northern Ireland, and Montenegro. For travel to Albania, Azerbaijan, Morocco, Moldova, Macedonia, Tunisia, Turkey, or Ukraine, a separate Green Card must be purchased. Green card rules
The standard Balcia OCTA contract acts as a Green Card (International Motor Insurance Certificate) for all EEA countries, Andorra, Bosnia and Herzegovina, Switzerland, Montenegro, Serbia, and the United Kingdom; this document is issued free of charge. When travelling to countries outside this scope (e.g. Albania, Azerbaijan, Morocco, Moldova, Tunisia, Turkey, North Macedonia, Ukraine), a coverage extension is required and a Green Card will be issued at no extra charge to evidence that extended cover. When travelling abroad, Balcia recommends carrying a printed version of the MTPL policy.The Green Card is a separate international insurance contract concluded for vehicles registered in Latvia for travel in Green Card system member states not covered by the standard contract. It can be purchased in-person or remotely. The Green Card policy takes effect the day after payment. If purchased with a future start date, it takes effect at 00:00 on the stated start date. In case of an accident in a Green Card member state outside the EEA, the road police and that country's Green Card bureau must be notified.The standard BTA OCTA policy serves as proof of insurance in all Green Card system member states covered by the policy territorial scope. For countries not covered (Albania, Iran, Israel, Macedonia, Morocco, Moldova, Tunisia, Turkey, Ukraine), a separate Green Card must be purchased by contacting BTA customer service at +371 26 12 12 12, via online form, or at a customer service centre. The Green Card (international insurance certificate) can be issued for periods of 15 days to 12 months.The Green Card is an International Motor Insurance Certificate issued free of charge with the OCTA policy. Driver restrictions
The policy covers the vehicle owner, registered holder, or authorised user. The 'Atlīdzība pie Balcia' add-on is void if the driver is found at fault in the accident, if shared fault is established, if the driver was under the influence of alcohol, narcotics or psychotropic substances, or if the vehicle was used in any type of competition at the time of the accident.No specific driver age or licence restrictions are stated in the BALTA OCTA product sources beyond standard regulatory requirements. The policy is tied to the registered vehicle owner or holder. Any driver of the insured vehicle is covered for third-party liability purposes under the standard OCTA law.No specific driver restrictions are stated in the OCTA policy itself; the policy covers any authorised user of the insured vehicle. Premium pricing takes into account the insurance history (bonus-malus) of the vehicle owner or registered keeper. The bonus-malus system applies uniformly to all OCTA insurers in Latvia via the LTAB central database; new policyholders start at neutral class 6. Insurance history from other EU/EEA member states is also recognised.The OCTA policy covers the civil liability of the registered vehicle owner or lawful holder for damages caused to third parties during road traffic. Claim notification deadline
Upon occurrence of an MTPL insured event, the insured must act in accordance with statutory requirements and contact Balcia as soon as possible. For the 'Atlīdzība pie Balcia' add-on, no repairs should be made to the vehicle before Balcia's approval, as this could affect determination of the cause and extent of losses. Balcia will issue a claims decision within 5 (five) business days of receiving all required documents.Upon occurrence of an insured event, the insurer must be notified as soon as possible. The agreed notification (saskaņotais paziņojums) must be submitted to the insurer within 10 days of the accident date. Claims can be reported 24/7 via the website, mobile app, or by phone at +371 67533375.The policyholder must notify BTA of a road traffic accident no later than 10 days from the date of the accident. An agreed notice form (Saskaņotais paziņojums) must also be submitted to BTA within the same 10-day period if the accident was documented using such a form. Claims for property damage must be filed within 1 year of the accident; claims for personal injury (including non-material damage) within 3 years of the accident.The at-fault party must submit a completed coordinated accident statement and explanation of circumstances to Compensa within 10 calendar days of the accident, together with photos of the scene and vehicle damage. The injured party has up to 1 year to submit a compensation claim. Claims can be submitted via the Compensa portal or by email to atlidzibas@compensa.lv.
Bonus malus rules
Latvia's Bonus-Malus (BM) system has been transformed into a centralised insurance history data provision service as of August 1, 2024. Each insurer independently assesses policyholder risk based on insurance history provided by LTAB, which reflects the number of insurance days and claims for all vehicles owned or held by the person since May 2004. The BM system is no longer recalculated annually on September 15; instead, insurance history data is updated daily. Insurers use this data alongside other factors (penalty points, vehicle purpose, etc.) to determine the MTPL premium.Latvia uses a centralised insurance history system (replacing the previous Bonus-Malus class system from 1 August 2024). Historically, 17 BM classes applied: classes 1-5 (high risk/malus surcharges), class 6 (base/neutral), classes 7-17 (low risk/bonus discounts). Class is recalculated annually on 15 September based on the last 11 years of insurance history. To advance a class, the vehicle must be insured for at least 275 days per year with no at-fault accidents. BALTA uses more than 40 individual risk factors in premium calculation. The insured history transfers between insurers; switching insurer does not reset the risk class.The bonus-malus (BM) system is administered centrally by the Latvian Motor Insurers' Bureau (LTAB) and applies uniformly to all OCTA insurers. As of 1 August 2024, the previous 17-class BM system was replaced by a centralised insurance history data service. Under the optional 'Atlīdzība pie Balcia' (Indemnity from Balcia) add-on, Balcia settles vehicle damage claims directly with the policyholder's own insurer instead of requiring the claimant to approach the at-fault party's insurer. Balcia will either pay repair costs directly to the repair shop or pay compensation in cash based on an expert assessment. This add-on is only valid for accidents in Latvia, Estonia, or Lithuania where the insured driver is not at fault.Claims must be reported to the insurer as soon as possible after the insured event occurs, by submitting a claim in person or by calling +371 67533375.
