For accidents abroad, local legislation in force at the place of the accident applies. Additional guarantees may be required for extended travel outside Luxembourg.Third-party liability (RC) cover is valid in all countries listed on the international green card. Foyer car insurance covers the insured across Luxembourg and beyond its borders. The green card territory covers standard European Green Card member states.Civil liability cover is valid in all countries whose national insurance bureaux are contractually linked to the Luxembourg Bureau under the green card system (EEA member states and associated states, per the agreement of 30 May 2002 and subsequent amendments). Vehicle damage (Casco) cover applies in Luxembourg and a defined list of 44 countries including all EU member states, Andorra, Bosnia-Herzegovina, Iceland, Liechtenstein, North Macedonia, Montenegro, Norway, Serbia, Switzerland, Turkey, and the United Kingdom (including Channel Islands, Gibraltar, Isle of Man).
Green card rules
The green card is the sole document valid for specifying the territorial scope of the insurance cover. It materialises the civil liability coverage. The policyholder must immediately surrender the green card to the company in case of vehicle ownership transfer or voluntary suspension. In the event of a loss occurring abroad, the Luxembourg Bureau and the national bureau of the foreign country are authorised to receive notifications, investigate and settle claims on the insured's behalf.By subscribing to the RC (third-party liability) guarantee, the insured authorises the Luxembourg Bureau of Automobile Insurers and equivalent bureaux in foreign countries to receive notifications, investigate, and settle claims on their behalf in accordance with local law. Baloise Luxembourg may provide or pay bail when the driver is detained or the vehicle seized, subject to reimbursement. The green card (international insurance certificate) is issued automatically with the policy. It certifies the existence of compulsory third-party liability cover in the countries listed. A digital version of the certificate is accepted under Luxembourg law (as PDF, download from customer area, or photo of paper certificate). The green card (international motor insurance certificate) is issued to all policyholders and certifies civil liability coverage as required by law in visited green card countries. The Luxembourg Bureau of Motor Insurers is authorised to receive notifications and settle claims on behalf of the insured in foreign countries. If applicable foreign law requires broader guarantees than those in the contract, the insurer grants those broader guarantees.
Driver restrictions
All drivers expressly or tacitly authorised by the policyholder or vehicle owner are covered (authorised drivers). The additional driver is always considered an authorised driver. Damage caused when the driver does not hold a valid driving licence required by law is excluded (with specific exceptions for expired licences, EU licences, and Luxembourg licence in foreign country). Judicial prohibition, administrative withdrawal or suspension of licence is equivalent to absence of a valid licence. An additional franchise of €1,250 applies when an undeclared driver with less than 3 years' licence causes an accident. All drivers authorised by the policyholder or the owner to use the insured vehicle are covered. The policy covers private passenger cars (excluding special use), campervans, and small utility vehicles (vans). Vehicles must be registered in Luxembourg. Drivers must hold a valid driving licence recognised by the legislation of the country where the accident occurs. The policy covers all authorised drivers named in the policy. The driver is the only person not automatically covered for their own injuries under mandatory TPL; optional 'Protected Driver' cover is required for driver personal injury protection. Drivers without a valid driving licence are excluded.Driving by candidates for a Luxembourg driving licence is excluded unless a derogation is provided in the Special Conditions and the candidate complies with applicable traffic regulations. Driving under alcohol influence (blood alcohol ≥ 1.2 g/l or manifest signs of intoxication) is excluded for Casco, Glass breakage, and Legal protection. Damage caused when vehicle is rented out is excluded unless agreed otherwise.
Claim notification deadline
The insured and/or policyholder must notify the company of any claim as soon as possible and at the latest within 8 days, except in cases of force majeure, in writing or verbally against receipt. All acts, letters, summonses and court documents received must be immediately forwarded to the company. Any claim notification beyond the deadline allows the company to reduce its benefit in proportion to the prejudice suffered.Claims must be reported within 8 days of their occurrence to Baloise Assurances Luxembourg. Declaration is possible 24/7 via the myBaloise online portal or the emergency assistance line (+352 294 141). Claims can also be reported at an agency or through the insured's agent.Claims must be notified to the insurer as soon as possible. The standard deadline under Luxembourg insurance contracts is 8 days following the occurrence of the claim (standard deadline confirmed across Luxembourg insurers), except in cases of force majeure.Any claim must be declared within 8 days of its occurrence. The insurer's agreement must be obtained before taking any action engaging its intervention. Official documents (police reports, accident reports) must be transmitted as quickly as possible. For theft and collision with a stray animal, a complaint or declaration must be filed immediately with the competent authorities; for animal collision, an official certified report must also be presented to the insurer.
Bonus malus rules
A bonus-malus (BM) personalisation system applies to the civil liability premium for natural persons. New policyholders start at degree 11 (100% of base premium). Each claim-free observation period (12 months) results in one degree reduction (down to -3, 45% of base). Each at-fault claim results in +3 degrees (up to degree 22, 250% of base). After 4 consecutive claim-free years, the degree cannot exceed 11. The observation period is the 12 months preceding the first day of the month before the policy anniversary. Change of vehicle or insurer does not affect the BM degree; a 5-year claims history certificate from previous insurers must be provided. A separate BM scale applies to the Material Damage guarantee (section 10.6).Luxembourg operates two separate bonus-malus systems. The RC bonus-malus scale runs from -3 (best bonus) to +22 (highest malus), with 11 as the neutral starting point. Each claim-free year reduces the level by 1 point; each at-fault accident increases it by 3 points. An optional 'Material Damage Bonus Protection' guarantee maintains the bonus-malus level after the first claim; this guarantee is offered free of charge to customers who have reached the -3 bonus level.Luxembourg applies a dual bonus-malus system governed by the Grand Ducal Regulation of 11 November 2003 (last amended 29 March 2024). The RC scale runs from -3 (maximum bonus, 45% of base premium) to +22 (maximum malus, 250% of base premium), with a neutral base of 11 (100%). Each claim-free year reduces the level by 1; each at-fault accident increases the RC level by 3 points. Only the RC component of the premium is affected by the RC scale. Foyer also applies a separate material damage bonus-malus scale; optional bonus protection (Joker Mobilité) is available in Zen and Gold plans to prevent material damage level increases. The RC bonus-malus is attached to the driver, not the vehicle, and is non-transferable between drivers. The bonus-malus system rewards accident-free driving with reduced premiums and penalises at-fault claims with premium increases. At subscription, the policyholder must provide a bonus-malus certificate from the previous insurer. Upon cancellation, the insurer provides a bonus-malus certificate indicating the degree and claims of the current period. In the Comfort formula, a Bonus Joker is available after 3 consecutive years without a Casco claim. In the Performance formula, the bonus is fully protected for Casco claims: no premium increase applies regardless of material damage claims.
