Coverage is valid on the territory of Romania and on the territory of Green Card member states listed in the policy (Albania, Austria, Andorra, Azerbaijan, Belgium, Bosnia and Herzegovina, Bulgaria, Czech Republic, Cyprus, Croatia, Denmark, Estonia, Switzerland, Finland, France, Germany, Greece, Iran, Ireland, Iceland, Italy, Latvia, Lithuania, Luxembourg, Macedonia, Malta, Great Britain, Morocco, Moldova, Montenegro, Norway, Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Serbia, Tunisia, Turkey, Ukraine, Hungary) that are not crossed out. Coverage applies at the level of the legislation of the member state where the accident occurred, or at the level of Romanian legislation if the latter is higher. Iran Green Card coverage is suspended as of January 1, 2024.The Asirom RCA policy is valid in Romania, all EU/EEA member states, states directly connecting two EU member states where no national bureau exists, and Switzerland. For accidents outside Romania, the legislation and compensation limits of the respective state apply. Insurers may extend territorial coverage to additional states; countries covered are listed in the insurance contract and on the Green Card document.For private passenger cars and light commercial vehicles with MMA up to 7.5t: coverage applies in Romania, all EU/EEA Green Card member states, plus Albania, Andorra, Bosnia & Herzegovina, Morocco, Moldova, North Macedonia, Montenegro, Serbia, Tunisia, Turkey, and Ukraine. Green card rules
The Green Card (International Motor Insurance Certificate) is included with the MTPL policy and is valid in the Green Card member states listed in the policy that are not crossed out. As of January 1, 2024, Iran Green Card coverage is suspended. Coverage is also provided for journeys directly linking two EU/EEA territories even through non-member territories where no competent national motor bureau exists. The indemnity limits applied abroad are the higher of the local member state legislation or Romanian legislation.The Green Card (Carte Verde) international insurance certificate is issued together with the RCA contract. It is valid in EU/EEA states and Switzerland as confirmed by Asirom. For travel to countries outside the EU/EEA (e.g. Turkey, Moldova, Serbia), the insurer may extend coverage upon request; validity of the Green Card for each specific country is listed on the document itself.The RCA policy serves as the Green Card (International Motor Insurance Certificate) for travel within the covered countries. From 1 July 2020, Green Card policies are printed on white paper (no longer green). The Green Card extends territorial coverage beyond the EU/EEA for private cars and light vans to include non-EU Green Card member states listed in the policy. The territorial scope of the optional driver accident add-on mirrors that of the base RCA contract.The Green Card (Carte Verde) is issued under the authority of BAAR (Biroul Asigurătorilor de Autovehicule din România) as the national motor bureau. Coverage limits outside Romania are determined by the legislation of the country where the accident occurs. The Green Card is included automatically with the RCA policy for travel in member states; the RCA contract itself specifies the states in which the document is valid.
Driver restrictions
The MTPL policy covers any person driving the insured vehicle with the owner's consent. There are no specific driver age restrictions for the mandatory MTPL coverage itself. However, for optional Personal Accident and Legal Support coverages bundled in My Car packages, the driver must hold a valid driving licence at the time of the accident; coverage is excluded if the driver did not hold a valid driving licence or was under the influence of alcohol, narcotic substances or medicines incompatible with the right to drive. Vehicles used exclusively in restricted motorsport events organised with alternative guarantee instruments are exempt from the mandatory MTPL obligation.Any person who holds legal title to or uses a vehicle registered in Romania is required to have a valid RCA policy. There are no specific driver age restrictions stated in the IPID, but the bonus-malus class is calculated based on the insured's claims history across all vehicles (for natural persons). Vehicles used exclusively for training, races, competitions or legally organised rallies are exempt from the RCA obligation; their owners may obtain voluntary insurance instead.There are no named-driver restrictions under Romanian MTPL law; any licensed driver operating the insured vehicle is covered as far as third-party liability is concerned. However, the insurer retains the right of subrogation (regres) against the driver if the accident was caused under the influence of alcohol or prohibited substances, without a valid driving licence, or in other circumstances provided by Law 132/2017. Vehicles registered in other states and vehicles without a valid Romanian registration are excluded from coverage.No restriction on the identity of the driver for third-party liability coverage. Coverage applies even if the driver had no license, drove without the owner's consent, or was under the influence of alcohol or drugs — the insurer pays compensation to third parties but retains the right of recourse against the responsible driver. The insured must declare drivers at policy inception.
Claim notification deadline
The insured must notify Allianz-Țiriac of an accident within 5 business days of the occurrence of the accident. For other insured risks (not bodily injuries): 3 business days. For accidents involving bodily injuries (Personal Accident and Legal Support): 15 business days from the date of occurrence. For total vehicle theft: 1 business day from discovery. For loss or theft of vehicle keys: 1 business day. For civil/criminal liability actions (Legal Support): 15 business days from receiving notice of an action, but no later than 15 business days from policy expiry if not renewed. Claims can be notified online at www.allianztiriac.ro, via the Allianz-Țiriac mobile app, or by phone to the Claims Centre at 021/201.91.80 or 021/201.91.81.Following an accident, the insured must notify the RCA insurer within 5 business days of the accident occurring. The insured must also provide information on the causes and circumstances of the accident and all documents necessary for claims handling. Failure to notify within the required timeframe does not limit the injured party's right to compensation. The insurer must carry out damage assessment within 3 business days of notification, or at a later date agreed with the insurer. The insurer must respond to a compensation claim within 30 days of receipt; payment is due within 10 days of the insured's acceptance of the compensation offer or final court judgment.The insured must notify the RCA insurer of the accident within 5 (five) working days of its occurrence. Additionally, the insured must notify the insurer within 5 days if: (a) the injured party has requested compensation from the insured; (b) criminal or administrative proceedings have been initiated against the insured in connection with the accident; (c) the injured party has filed a claim with a court or other authority; (d) information recorded in the RCA contract has changed during the contract period. Failure to notify within the prescribed deadline may affect claim settlement.The insured must notify the RCA insurer within 5 working days of the accident. The insurer must respond to the compensation claim (either with a justified written offer or written rejection with reasons) within 30 calendar days of submission. Compensation must be paid within 10 days of acceptance of the offer or receipt of a final court judgment. Failure to respond within 30 days obligates the insurer to pay; delays beyond 10 days attract penalties of 0.2% per day of delay.
Bonus malus rules
The bonus-malus classes applicable to the mandatory MTPL policy are set out in the MTPL Law (Legea RCA) in force. For the optional Motor Own Damage (Casco) coverages bundled in My Car packages, Allianz-Țiriac assigns a bonus or malus class based on the insured's loss history at contract inception and adjusts it at renewal: one superior bonus/inferior malus class if no indemnities were paid or are owed; one inferior bonus/superior malus class if indemnities were paid or are owed. Cases where an identified third party is exclusively responsible for the insured risk are not taken into account in determining the bonus/malus class.The bonus-malus system is regulated by ASF norms and is applied automatically. It consists of 8 bonus classes (B1–B8) and 8 malus classes (M1–M8), plus a base class B0 assigned to new policyholders without claims history. The maximum discount (B8) is 50% of the base premium; the maximum surcharge (M8) is 180% of the base premium. Each year without a paid claim advances the insured one bonus class; each year with one or more paid claims results in a two-class penalty per event. The reference period is the calendar year preceding the policy start date. For natural persons, the class applies to all their vehicles. Legal persons must request in writing the transfer of class between vehicles upon sale/acquisition. Policyholders may agree with the insurer on claim buyback to preserve their class.Romanian MTPL policies are subject to the national bonus-malus system administered through the AIDA database managed by ASF (Financial Supervisory Authority). Claims history affects future premium rates: drivers with no claims improve their class over time, while drivers with multiple claims are penalised with higher premiums. New drivers start at the base bonus-malus class. Records are maintained centrally and are available to all authorised insurers.The bonus-malus system is mandatory and comprises base class B0 plus 8 bonus classes (B1–B8) and 8 malus classes (M1–M8). New insureds without history start at class B0 (100% of premium). Each claim-free calendar year advances the insured one bonus class; each paid claim results in a two-class malus penalty. Coefficients range from 50% (B8) to 180% (M8) of the annual premium. The class is applied based on data from the AIDA national RCA database. Policies do not renew automatically.

Direct payment policy
Allianz-Țiriac offers an optional Direct Settlement clause (Decontare directă) which allows the injured party to recover compensation directly from their own MTPL insurer (Allianz-Țiriac) when the at-fault party is also MTPL insured. This clause is valid only for accidents on Romanian territory involving vehicles registered in Romania, with no bodily injuries, no more than two vehicles involved, and only material damage to the vehicles. Standard MTPL indemnities are paid directly to injured third parties within 15 business days from the submission of all required documents.Direct settlement (decontare directă) is an optional paid add-on clause available with the RCA contract. When elected, the injured party may file their claim directly with their own RCA insurer, who handles the full claims process and subsequently recovers the compensation from the at-fault party's insurer. This mechanism applies only to vehicle damages, not to personal injury or property damage to third parties.Damages are paid rapidly and directly to the repair service. Generali collaborates directly with authorised service centres so that the vehicle is repaired without the insured having to make advance payments.The insurer pays compensation directly to the injured third party in the bank account indicated by them or their representative. In case of direct settlement (decontare directă), the insured's own insurer manages the claim and subsequently recovers the compensation from the at-fault party's insurer.
