Carinthian State Insurance, Mutual Association (Kärntner Landesversicherung auf Gegenseitigkeit)
KLV
KLV is a motor third-party liability insurance for the Austria market with no online purchase and limited assistance availability.
Direct payment
The insurer is authorized to settle justified compensation claims directly with the injured third party in the name of the policyholder and co-insured persons, within the agreed insurance sum, and to conduct the defence of unjustified claims.
Geographic scope
Austria (regional insurer headquartered in Carinthia)
Europe in the geographical sense; the scope can be contractually extended and at minimum covers the territory of the states party to the multilateral Green Card agreement between national insurance bureaus.
Unique selling points
- Extended bonus-malus scale down to level -6 with additional discounts for accident-free driving, beyond the standard market floor of level 0.
- No "Blaulichtsteuer": police call-out costs after a property-damage accident are reimbursed up to EUR 40, a cost many insurers pass on to customers.
- Liability coverage can be flexibly increased up to EUR 20 million, well above the statutory minimum, for protection in serious accidents.
- Premium discounts are available for policyholders insuring a second or additional vehicle.
- Optional 24/7 KLV SofortHelfer Kfz emergency assistance is available across Europe for breakdowns and accidents.
Coverage limits
Bodily Injury Liability
€20,000,000
Covers justified compensation claims for personal injury or death arising from use of the insured vehicle, paid from a combined lump-sum insurance amount (Pauschalversicherungssumme) that jointly covers bodily injury, property damage and pure financial loss. The statutory minimum sum can voluntarily be increased up to EUR 20 million.
Property Damage Liability
€20,000,000
Covers justified compensation claims for property damage and pure financial loss arising from use of the insured vehicle, paid from the same combined lump-sum insurance amount as bodily injury. This sum can voluntarily be increased up to EUR 20 million.
Legal Defence Costs
Covered
The cost of defending unjustified compensation claims raised by third parties is included within the liability cover, with no separate sub-limit stated.
Green Card / Extended Territorial Cover
Covered
Cover applies across Europe in the geographical sense and the territorial scope can be contractually extended beyond the base area, corresponding to the Green Card / multilateral agreement mechanism.
Roadside / Breakdown Assistance (KLV SofortHelfer Kfz)
Optional
24-hour breakdown and accident assistance (organisation of help and/or cost reimbursement) is available as a separate optional product (KLV SofortHelfer Kfz), not included by default in the MTPL policy.
Driver Accident Cover
Optional
Personal accident cover for the driver (Insassenunfall für Lenker) is available as a separate optional product; insurance sums are individually agreed in the contract and taggeld/Heilkosten are not insurable under this variant.
Passenger Accident Cover
Optional
Accident cover for vehicle occupants (Fahrzeuginsassen-Unfallversicherung) is available as a separate optional product, selectable as a flat sum per vehicle, per approved seat, or for named persons; insurance sums are individually agreed.
Key conditions
Territorial scope
Cover applies in Europe in the geographical sense, and in any case in the territory of states party to the multilateral Green Card agreement between national insurance bureaus (30 May 2002); the scope can be contractually extended.
Green card rules
In states for which a Green Card is issued or its presentation is waived under the multilateral agreement, cover extends at least to the scope prescribed for foreign-registered vehicles in that state, or the contractually agreed scope if higher. Cover ends with the end of the insurance contract even if the Green Card shows a later expiry date.
Driver restrictions
The driver must hold a valid driving licence and must not be impaired by alcohol or drugs; a breach regarding impairment is only deemed established if a final administrative or court decision confirms it. Cover is retained for the policyholder and other co-insured persons (other than the driver) if they could not, without fault, have recognised the breach.
Claim notification deadline
The claim, any claim raised by an injured third party, and the initiation of any related administrative or court proceedings must be reported to the insurer in writing within one week of becoming aware of them.
Bonus-malus rules
New policyholders start at base level 9 (100% of the tariff premium). The scale extends down to an enhanced level of -6 (40% of premium, with additional no-claim discounts), rising up to level 17 (200% of premium). One level is gained per claim-free observation period (1 October to 30 September); three levels are added for each claim charged to the insurer within that period.
