KÖBE Central European Mutual Insurance Association
KÖBE
KÖBE is a motor third-party liability insurance for the Hungary market with online purchase and limited assistance availability.
Direct payment
The insurer can issue a payment undertaking (fizetési kötelezettségvállalás) directly to the repair shop so that repairs can start immediately without the customer having to pre-finance the work; invoice-free (lump-sum) settlement based on an expert (Audatex) calculation is also available so that payment does not need to wait for the vehicle to be repaired.
Geographic scope
European Economic Area (EEA) member states and Switzerland
Coverage applies within the territory of EEA member states, Switzerland, and those countries party to the International Green Card Agreement whose national bureau has a bilateral agreement with the Hungarian National Bureau under the Internal Regulations.
Unique selling points
- As a nonprofit mutual insurer, KÖBE can return part of the annual result to claim-free members as a premium discount rather than distributing profit to shareholders.
- Positioned and marketed as 'the Hungarian-owned insurer', emphasising domestic ownership as a brand differentiator.
- Fast digital claims handling via the 'Kárnavigátor' system: well-documented digital claim files can be decided the day they arrive, with an invoice-free settlement offer made within 2 working days of digital case receipt.
- Nationwide claims inspection coverage through two dedicated partner expert networks (Dekra and Autotál), plus own in-house experts in four counties, ensuring inspections can be arranged anywhere in the country.
- Electronic contracting is available directly on the insurer's website or through intermediaries using KÖBE's webservice, enabling fully digital policy conclusion.
Coverage limits
Personal injury liability limit
€6,450,000
The insurer must cover, per claim event and irrespective of the number of injured parties, personal injury damage caused to third parties by the insured vehicle up to EUR 6,450,000, an amount that includes any claims enforceable on any legal basis, enforcement costs (including legal representation costs) and interest until payment.
Property damage liability limit
€1,300,000
The insurer must cover, per claim event and irrespective of the number of injured parties, property (dologi) damage caused to third parties by the insured vehicle up to EUR 1,300,000, an amount that includes any claims enforceable on any legal basis, enforcement costs (including legal representation costs) and interest until payment.
Legal representation / claim enforcement costs
Covered
Costs of enforcing a claim, including legal representation costs, are covered, but are not a separate benefit with its own sum insured — they are included within, and paid from, the overall bodily injury and property damage liability limits (EUR 6,450,000 / EUR 1,300,000 per event).
Green Card
Covered
The insurer issues a Green Card confirming the existence of the compulsory MTPL cover for use in Green Card System countries where the national bureau has a bilateral agreement with the Hungarian National Bureau; within the EEA and Switzerland the vehicle's registration plate itself serves as proof of cover.
Roadside assistance
Excluded
Roadside assistance is not part of the compulsory MTPL (KGFB) product; assistance ('Segítségnyújtás') is a separate class of business that KÖBE is licensed to operate but which is not included in this liability product.
Driver's own accident/injury cover
Excluded
As a third-party liability product, KGFB does not cover the at-fault driver's own personal injuries; only injuries caused to third parties are covered.
Passenger injury cover
Conditional
Passengers of the insured vehicle who are injured through the fault of the driver are treated as third-party claimants and are compensated from the bodily injury liability limit; there is no separate fixed per-passenger sum insured, and passengers' own personal items are excluded unless intended for personal use during travel.
Key conditions
Territorial scope
The policy is valid throughout the EEA member states and Switzerland, and in the territory of any Green Card System country whose national bureau has a bilateral agreement with the Hungarian National Bureau (MABISZ) under the Internal Regulations.
Green card rules
A Green Card is issued by the insurer (or by parties it authorises) confirming the existence of cover, for use when travelling to Green Card System countries outside the EEA/Switzerland circle covered automatically by the registration plate; information on national bureaux is available via MABISZ.
Driver restrictions
There is no restriction on who may drive the insured vehicle for cover to apply, but the insurer/Guarantee Fund has a statutory right of recourse against the driver or policyholder in specific cases: driving without the operator's permission, intentional/unlawful causing of damage, driving under the influence of alcohol or drugs, driving without a valid licence, hit-and-run/failure to assist, or breach of disclosure/notification duties, with recourse amounts capped at HUF 5,000,000, HUF 1,500,000 or HUF 500,000 depending on the breach.
Claim notification deadline
The policyholder/insured must report a claim to the insurer in writing within 5 working days of the event; an injured third-party claimant must notify the insurer within 30 days of the event or of becoming aware of it (a claim arising abroad must be reported from the date of returning home).
Bonus-malus rules
Premiums are adjusted under the statutory bonus-malus system (10 bonus classes B01–B10, base class A00, and 4 malus classes M01–M04). A claim-free period of at least 270 days in the preceding insurance period moves the contract up one bonus class; each claim for which the insurer's liability becomes known moves the contract down according to the official bonus-malus table (Annex to NGM Decree 21/2011).
