Regulatory updates
In March 2024 the NZa issued CZ a formal directive over insufficient handling of waiting times in mental healthcare and hospital care. After a follow-up check found the directive not fully implemented, the NZa placed CZ under enhanced supervision (verscherpt toezicht) in February 2025 — the first time this measure has ever been applied to a Dutch health insurer. CZ was required to submit and execute an improvement plan, monitored through information requests, site visits and inspections. On 18 December 2025 the NZa lifted the enhanced supervision, stating it had established that CZ had sufficiently followed up on the outstanding points from the March 2024 directive, while continuing to monitor CZ through regular contact.
