Regulatory updates
In March 2024, the NZa issued a formal directive to CZ for insufficient compliance with its duty-of-care obligations regarding waiting times in mental healthcare and specialist medical care. In February 2025, CZ became the first Dutch health insurer ever to be placed under enhanced supervisory oversight (verscherpt toezicht) by the NZa after follow-up checks found the directive had not been fully implemented. CZ submitted an improvement plan and the NZa conducted intensive monitoring including on-site visits. In December 2025, the NZa lifted the enhanced supervision, concluding that CZ had sufficiently addressed all outstanding improvement points.
