Slovenia, as an EU member state, fully applies the EU single-licence (passport) principle under Solvency II. An insurer authorised in any EEA member state may carry out insurance activities in Slovenia either by establishing a branch (Freedom of Establishment) or by providing services directly without a branch (Freedom of Services), following a notification procedure between home and host supervisory authorities. In 2024, Slovenian insurers wrote EUR 2.53 billion in gross premiums, 11.9% less than 2023 due to the abolition of supplementary health insurance. Non-life insurance dominates. Twelve domestic and nine foreign-branch insurers operate in the market.
Who regulates the insurance market in Slovenia?
The Agencija za zavarovalni nadzor (AZN), an independent public body, supervises all insurers, reinsurers, pension companies, and insurance intermediaries. The Ministry of Finance drafts primary insurance legislation. EIOPA supervises at the EU level.
Is motor third-party liability (MTPL) insurance compulsory in Slovenia?
Yes. Motor third-party liability insurance (zavarovanje avtomobilske odgovornosti) is compulsory for all motor vehicles used on public roads. It is one of several mandatory insurances in Slovenia, alongside aviation liability, marine liability, and social security contributions.
What happened to supplementary health insurance in Slovenia?
Voluntary supplementary health insurance (dopolnilno zdravstveno zavarovanje) was abolished on 31 December 2023. From 1 January 2024 it was replaced by a mandatory health contribution (obvezni zdravstveni prispevek, OZP) of EUR 35 per month, collected as a social contribution rather than an insurance premium.
Can EU insurers operate in Slovenia without a local licence?
Yes. Insurers authorised in any EU/EEA member state may operate in Slovenia under freedom of services (cross-border, no branch) or freedom of establishment (branch) after notifying AZN via their home supervisor. Non-admitted insurance is prohibited. Third-country insurers must obtain full AZN authorisation.
What is the complaint process for policyholders in Slovenia?
Policyholders must first file a written complaint with the insurer; a response is required within 30 days. If unsatisfied, they may approach the Mediation Centre or the Ombudsman of Good Business Practices at the Slovenian Insurance Association (SZZ). AZN does not adjudicate individual complaints but oversees insurer conduct.
What does DORA mean for Slovenian insurers?
EU Regulation DORA (Digital Operational Resilience Act) has applied to all Slovenian insurers since 17 January 2025. It requires robust ICT risk management frameworks, timely cyber-incident reporting to AZN, regular digital resilience testing including penetration tests, and oversight of third-party ICT service providers.
What is the right-to-be-forgotten law and how does it affect insurance?
In force from June 2025, the law prohibits insurers from asking about or penalising past diagnoses of cancer (after 7 years from end of treatment), hepatitis C (3 months), or HIV (1 year) when writing life or mortgage-linked credit insurance. Fines for breaches range from EUR 12,000 to EUR 120,000.
Which are the largest insurers in Slovenia?
The four largest insurers hold over 80% of the market. Zavarovalnica Triglav d.d. is the market leader with the largest market share. Generali zavarovalnica d.d. (including the merged Adriatic Slovenica) is second, followed by Zavarovalnica Sava d.d. and Vzajemna zdravstvena zavarovalnica d.d.
Is composite insurance (life and non-life in one company) permitted in Slovenia?
No. Composite insurance is not permitted in Slovenia. Insurers must operate exclusively in either the life or non-life sector. An exception allows life insurers to also offer personal accident and health insurance lines.
