Key recent regulatory developments in Spain include: the Council of Ministers' approval on 13 January 2026 of a draft law transposing EU Directive 2025/1 on insurance recovery and resolution, designating the DGSFP as resolution authority; updated Solvency II reporting models issued via Orden ECM/271/2025 in February 2025; and Ley Orgánica 1/2025 requiring pre-litigation dispute resolution. At group level, the parent merger of Helvetia and Baloise into Helvetia Baloise Holding was completed in late 2025, with Swiss insurance operations merging on 1 July 2026; the Spanish subsidiary continues to operate under the Helvetia brand.
