AXA Insurance DAC (Designated Activity Company)

AXA Insurance DAC continues to publish its annual Solvency and Financial Condition Report (SFCR) with the Central Bank of Ireland and remains one of a small number of Irish non-life insurers authorised to use a full internal model. In its most recent SFCR, AXA Ireland reported revenue rising sharply on the back of it beginning to underwrite health insurance policies for Laya Healthcare, the health insurer AXA acquired in 2023, with health gross written premiums of about €672 million. The Central Bank of Ireland announced a reduction in the Insurance Compensation Fund (ICF) levy from 2% to 1%, effective from 1 January 2026, expected to benefit motor and home insurance policyholders. The Central Bank's revised Consumer Protection Code, with a more outcomes-focused, risk-based regulatory framework, came into force in March 2026, and the Individual Accountability Framework (IAF) continues to apply Common Conduct Standards to in-scope employees. A separate AXA Group entity, AXA Life Europe DAC, was fined €3,640,000 by the Central Bank in December 2022 for governance and risk-management breaches; AXA Insurance DAC itself remains authorised and in normal regulatory standing with no enforcement action recorded in recent years.
