Key conditions
Territorial scope
Coverage extends throughout geographic Europe and all states party to the multilateral agreement between national insurance bureaux (as of October 2006: Andorra, Belgium, Denmark, Germany, Estonia, Finland, France, Greece, Great Britain, Ireland, Iceland, Italy, Croatia, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Austria, Poland, Portugal, Sweden, Switzerland, Slovakia, Slovenia, Spain, Czech Republic, Hungary, Cyprus; more recent versions also include Bulgaria, Romania, Serbia). When travelling by water, coverage is not interrupted provided loading/unloading ports are within the territorial scope.Coverage extends to Europe in the geographic sense, and at minimum to all states that have signed the EEA Green Card Agreement (as listed in the Appendix to AKHB 2019). Abroad, the insurer provides at least the minimum coverage required by the visited state for foreign-registered vehicles, or the contractually agreed sum, whichever is higher. The optional Kfz-Europaschutz (AKES 2019) extends full Austrian-law compensation to incidents within EU member states plus Andorra, United Kingdom, Liechtenstein, Monaco, Norway, San Marino, Switzerland, and Vatican City.Coverage applies throughout Europe in the geographic sense and to all states party to the Green Card agreement of 30 May 2002. In countries requiring a Green Card, coverage applies at least to the local minimum or the contractually agreed sum, whichever is higher. The territorial scope can be contractually extended beyond Europe. Coverage is not interrupted during water transport if loading/unloading points are within the territorial scope.Coverage applies throughout Europe in the geographical sense (excluding the Asian part of Turkey), and in all states party to the multilateral guarantee agreement of 30 May 2002, including all EU/EEA member states, Andorra, Switzerland, and Serbia. When the vehicle is transported by water (ferry), coverage is not interrupted if loading/unloading points are within the territorial scope.
Green card rules
The Green Card is provided by Allianz free of charge for most countries covered under the multilateral agreement. It is not required in EU/EEA states and Switzerland but is mandatory in Albania, Bosnia-Herzegovina, Belarus, North Macedonia, Montenegro, Moldova, and Ukraine. For Azerbaijan, Iran, Israel, Morocco, Russia, Tunisia, and Turkey a 'large Green Card' must be requested and entails a premium surcharge for the period of travel. The Kosovo is explicitly excluded from Green Card coverage; a border insurance policy must be purchased there. The Green Card is downloadable at any time via the Allianz customer portal. In countries for which a Green Card is issued or for which its presentation has been waived under the EEA agreement, coverage extends to at least the locally required statutory minimum for foreign vehicles, or the contractually agreed insurance sum, whichever is greater. The insurer is authorised to issue the Green Card and must do so within 5 days of request (KFG §61). The Green Card coverage ceases at the end of the underlying policy contract even if the card shows a later date. The Green Card (Internationale Versicherungskarte / IVK) serves as proof of valid MTPL coverage abroad. Coverage under the Green Card extends to all signatory states of the 2002 agreement. The Green Card coverage expires upon termination of the insurance contract even if the card shows a later expiry date. If the insurer is obligated to pay under foreign law but not under the insurance contract, it may seek reimbursement from the policyholder. The Green Card (International Insurance Certificate) is issued free of charge with the policy. Coverage extends to all Green Card member states according to the multilateral guarantee agreement. In countries where the Green Card is legally required, it must be carried in the vehicle. The insurance cover expires at the end of the policy contract even if a longer period is stated on the Green Card.
Driver restrictions
The driver must hold a valid driving licence for the vehicle category. Coverage is void (subject to recourse up to EUR 11,000/EUR 22,000) if the driver lacks the required licence or operates the vehicle under the influence of alcohol or drugs (as established by a final administrative or court decision). Passengers who could not reasonably have been aware of the driver's incapacity remain covered. The policyholder must comply with all agreed vehicle use restrictions. The driver must hold a valid driving licence as required by Austrian road traffic law. Coverage is restricted or excluded if: (a) the driver is not legally authorised to drive under applicable road traffic law; (b) the driver is under the influence of alcohol or drugs as determined by a final administrative or court decision; (c) the vehicle carries more passengers than permitted by law. Coverage loss for (a) and (b) does not apply against the policyholder and other co-insured persons who were not the driver and could not have known of the breach without fault. The driver must be legally entitled to drive the vehicle (valid driving licence). Driving under the influence of alcohol or drugs (as established by final administrative or court decision) constitutes a breach of duty. In cases of breach by the driver, the insurer remains liable to the policyholder and other insured persons (except the driver) if the breach was not recognisable without fault. Driving licence rules for persons with foreign licences residing in Austria apply per KFG § 64.The driver must in all cases hold the legally required driving licence (Lenkberechtigung) for the vehicle, including when driving on private ground. The driver must not be impaired by alcohol, narcotics, or medication. Coverage extends to the vehicle owner, authorised drivers, passengers, and persons directing the driver.
Claim notification deadline
The policyholder must notify the insurer in writing within one week of becoming aware of: (1) the occurrence of an insured event with details of the circumstances; (2) a claim being made by the injured third party; (3) the initiation of related administrative or court proceedings. In cases of personal injury, the nearest police station must be notified immediately. Where the policyholder compensates the injured party within four weeks of the event, the notification deadline is extended to six months from the event, provided the court proceedings obligation (3) is observed.Claims, third-party demands, and the initiation of administrative or court proceedings must be reported to Generali within one week of becoming known (AKHB 2019 Art. 9.3.3). In the event of bodily injury, the nearest police station must be notified immediately. The policyholder must not acknowledge liability without the insurer's consent. Failure to comply may result in partial or full loss of coverage unless the breach was neither intentional nor grossly negligent. The insured must notify the insurer in writing within 1 week of becoming aware of: the insured event (with as detailed a description as possible), any claim raised by the injured third party, and the initiation of any related administrative or court proceedings. In case of personal injury, the nearest police station must be notified immediately and assistance rendered. If the policyholder has settled the damage within 4 weeks of the event, the notification deadline is extended to 6 months from the event.Claims, third-party demands, and the initiation of administrative or judicial proceedings must be reported to Helvetia within 1 week of becoming aware. For theft, robbery, vandalism, fire, explosion, animal collision, damage by an unknown vehicle, and damage to third-party property (where no data exchange occurred on the spot), the driver must report the incident to the nearest police station within 12 hours.
Bonus malus rules
A Bonus-Malus system applies to passenger cars, estate cars (Kombinationskraftwagen) and light commercial vehicles up to 1 tonne payload without special use. The scale runs from Superbonus S5 (40% of tariff premium) to level 17 (200% of tariff premium), with level 9 (100%) as the entry level for new policyholders without a prior claims history. The observation period runs from 1 October to 30 September. After each claim-free period the policyholder moves one level lower (cheaper) at the next main due date from 1 January. Each counted claim triggers a three-level increase. A claim is counted only if the insurer has paid or reserved for it; the policyholder may reimburse within six weeks to prevent the claim from affecting the rating. Prior claims history from previous insurers is recognised under KHVG §16. Superbonus levels S1–S5 require at least nine consecutive claim-free periods (six months for new entrants at level 9). The rating is transferable to close family members and replacement vehicles within defined timeframes. The Bonus-Malus system applies to passenger cars (including taxis/rental cars), motorhomes up to 3.5 t GVW, and light commercial vehicles up to 1.5 t payload. New entrants start at premium level 9 (100% tariff premium). Each claim-free observation period (1 Oct – 30 Sep) advances the policyholder one level lower (premium reduction). Each claim causing an insurer outlay results in regression of three premium levels. Generali's scale extends below 0 to levels -1, -2, and -3 (all at 45% of tariff premium); at level -3, a claim does not cause any premium increase after regression. Premium levels range from -3 (45%) to level 17 (200%). The insurer must provide a claims history certificate upon request (KHVG §16).The Bonus-Malus system applies to passenger cars, combination vehicles, and light trucks up to 1 tonne payload. New policyholders start at level 9 (100% of tariff premium). After each claim-free observation period (1 October to 30 September), the premium is reduced by one level at the next main due date. Each chargeable claim results in an upgrade of 3 levels towards malus. The scale runs from super-bonus levels GS1–GS6 (45–47.5% of tariff premium) through level 0 (50%) to level 17 (200%). The observation period must have lasted at least 9 months (6 months if starting at level 9) to qualify as claim-free. Claim history certificates per § 16 KHVG are recognised. The policyholder may reimburse paid claims within 6 weeks to prevent a malus reclassification.Austria applies a unified bonus-malus system with stages 0 to 18. New policyholders generally start at stage 9 (= 100% of the base premium). Each claim-free year results in one step improvement (towards bonus). A claim causes an upward adjustment of 3 stages. The observation period runs from 1 October to 30 September. An optional annual 'Freischaden-Bonus' is available for cars and motorcycles in stages 0 to 7: after one MTPL claim, no downgrade to a worse bonus-malus stage occurs (maximum 1 claim per year).
