Regulatory updates
BaFin has repeatedly flagged IT governance deficiencies at SIGNAL IDUNA Lebensversicherung a.G.: in May 2023 it imposed a capital surcharge on the solvency capital requirement due to shortcomings in the insurer's IT-related business organization, with the order becoming final on 13 November 2023. A 2024 follow-up inspection found that not all deficiencies identified in the original 2021 audit had been resolved, so BaFin ordered further remediation with full compliance (including EU DORA requirements) targeted by end of 2025/2026; the 3.25% capital surcharge remains in place until all requirements are met. Separately, in June 2022 BaFin ordered additional own funds requirements against SIGNAL IDUNA Bauspar Aktiengesellschaft over business organization deficiencies under the German Banking Act (KWG).
