Passenger accident | Covered | Passengers travelling in the at-fault vehicle are covered as injured third parties under the MTPL bodily injury liability limit (max 6,070,000 EUR per event), provided their injury claims arise from an accident caused by the insured vehicle operator. However, damage claims arising between co-insured persons (e.g. mutual property damage claims between passengers and the policyholder) are excluded. Hitchhiker claims are also excluded under the roadside assistance component. | Optional | Excluded |
| Key conditions | ||||
Territorial scope | The MTPL cover is valid in all EEA member states, Switzerland, and Green Card system countries with which the Hungarian National Bureau has a bilateral agreement under the Internal Regulations, except Belarus and Russia. The legal assistance and assistance covers apply to a defined list of European countries (including all EU/EEA states, UK, Balkans, Turkey-European part only, Switzerland, etc.). The traffic accident cover is valid worldwide. | The policy is valid in all EEA member states and Switzerland, as well as in green card system countries with which the Hungarian National Bureau (Nemzeti Iroda) has concluded bilateral agreements under the Internal Regulations. Within the EU/EEA the Hungarian licence plate serves as proof of cover; a Green Card is required for non-EU green card countries. | The insurance covers the territory of EEA member states and Switzerland, as well as countries participating in the Green Card system where the Hungarian National Bureau has a bilateral agreement. Entry into countries outside this scope requires a separate border insurance policy. | The insurance contract covers the territory of EEA member states and Switzerland, as well as the countries of the Green Card System with which the Hungarian National Bureau has concluded a bilateral agreement in accordance with the Internal Regulations (§18 of Act LXII/2009). If the insured causes damage in another member state or in Green Card countries, the insurer's liability limit is determined by the motor liability insurance laws of the country where the accident occurred. If the contracted limit is higher than the local requirement, the contracted limit applies. |
Green card rules | A Green Card is issued on request and can only cover periods for which the premium has been paid. If the policyholder has only paid a partial premium and the paid period is shorter than 60 days from the due date, the Green Card may be issued up to the 60th day from the due date. Vehicles restricted to domestic use cannot have a Green Card issued. As of 1 January 2025, the Green Card may be presented electronically (PDF) on a portable device. | The Green Card (international motor insurance certificate) can be requested free of charge from Groupama online or at service centres. It is mandatory for travel outside the EU/EEA to non-EU green card system countries (e.g. Turkey, Ukraine). Within EU/EEA the Hungarian licence plate is sufficient proof of valid MTPL coverage, and police can verify cover electronically via the central policy registry. | The insurer issues a Green Card (international certificate of insurance) upon contract conclusion or after premium payment. During digital contract management via the K&H client portal, documents are provided electronically (the international Green Card is an exception and must be issued in paper form). Coverage extends to all EEA states, Switzerland, and Green Card system member states. | The insurer issues a Green Card (international motor insurance certificate) in the name of the National Bureau in accordance with the insurance contract. The Green Card serves as proof of the required motor liability insurance coverage in visited countries. The territorial scope automatically extends to EEA countries, Switzerland, and Green Card System countries. In countries that are party to the Number Plate Agreement (Rendszámegyezmény), the vehicle's registration plate with country code serves as proof of coverage in lieu of the Green Card document. |
Driver restrictions | The MTPL policy covers any person driving the insured vehicle with the operator's permission. There are no age or named-driver restrictions for MTPL. The insurer has a right of recourse against: (a) drivers who drove without the operator's or authorised user's permission; (b) drivers under the influence of alcohol or substances impairing driving ability; (c) drivers without a valid driving licence; (d) operators who allowed such persons to drive; (e) operators whose vehicle was in a seriously neglected technical condition. | The insurer retains the right of recourse (visszkereset) against: (a) the driver who drove without the operator's permission; (b) any insured person who caused damage intentionally; (c) the driver under the influence of alcohol or impairing substances; (d) the driver without a valid driving licence; (e) the operator if the accident was caused by severely neglected vehicle condition; (f) the driver who failed to render assistance. Recourse amounts are capped (e.g. max HUF 5,000,000 for alcohol/drugs or failure to render assistance; max HUF 1,500,000 for no licence or severely neglected vehicle; max HUF 500,000 for non-intentional breach of disclosure/notification duties). | The insurance applies to the registered keeper (üzembentartó) of the vehicle. Vehicles with foreign licence plates cannot be insured under Hungarian MTPL. The insurer may seek recourse from the at-fault party if: the driver operated the vehicle without the keeper’s permission; the insured caused damage intentionally and unlawfully; the driver was under the influence of alcohol or substances impairing driving; or the driver lacked a valid driving licence. | All persons driving the insured vehicle with the operator's permission are covered as insured persons (biztosított). Coverage is excluded (and subrogation applies) against: (a) drivers operating without the operator's permission; (b) drivers under the influence of alcohol (blood alcohol above 0.8 per mille or breath alcohol above 0.5 mg/l) or substances impairing driving ability, and any insured who permitted such a person to drive; (c) drivers without a valid driving licence, and any insured who allowed an unlicensed person to drive (unless they had reasonable grounds to believe the driver was licensed). No age restriction or named-driver restriction applies to coverage, but these exclusions activate the insurer's right of subrogation. |
Claim notification deadline | MTPL claims where the policyholder/insured is the at-fault party must be reported within 5 business days. If the policyholder/insured is the injured party, the claim must be reported within 30 days. Failure to report an MTPL claim within 5 business days may result in partial or total denial of coverage to the extent the insurer's payment obligation was affected. For casco and other coverages, claims must be reported promptly (in principle within 24 hours as a rule), preserving the damage condition until assessment. | The injured party must notify the insurer of a loss event as soon as possible, but no later than 30 days after the event (or from becoming aware of it). For foreign-country events, the deadline runs from the date of return to Hungary. The at-fault insured must notify the insurer in writing within 5 business days. The insurer must make a reasoned indemnity proposal within 15 days of receiving all required documents, or within 3 months of the claim submission at the latest. Payment must be made within 15 days of the injured party accepting the proposal, or following final court judgment. | At the scene, both parties must exchange identification, vehicle, and policy data. The victim must report the claim to the at-fault party’s insurer within 30 days; the at-fault party must report to their own insurer within 5 business days. For claims occurring abroad, deadlines run from the date of return to Hungary. The insurer must submit a compensation proposal within 15 days of receiving all required documents, or within 3 months of the claim submission. | The injured party (victim) must notify the insurer within 30 days of the loss event or of becoming aware of it (§29(2)). The insured (at-fault party) must notify their insurer in writing within 5 working days of the loss event, providing relevant data, description of circumstances, and the authority handling the case (§30(1)). For events occurring abroad, the deadline runs from the date of return to Hungary (§30(5)). The insurer must make a reasoned compensation proposal or provide a reasoned response within 15 days of receiving all required documents, and no later than 3 months from submission of the claim (§31). |
Bonus malus rules | The MTPL premium is classified under Hungary's mandatory bonus-malus system (21/2011 NGM Decree), consisting of A00 base class, B1–B10 bonus classes and M01–M04 malus classes. New entrants start at A00. The classification improves by one class each year if no claim is paid, provided the vehicle had cover for at least 270 days in the preceding period. Each at-fault claim triggers a downgrade according to the statutory table. The bonus-malus classification is personal (attached to the policyholder) and can be transferred to another vehicle of the same category within 2 years of policy termination. The insurer verifies classification against the central claims history registry between days 15–30 of the insurance period, with final classification by day 45. | The bonus-malus system applies to passenger cars, motorcycles, buses, trucks, tractors, and agricultural tractors. It consists of one base class (A00), 10 bonus classes (B01–B10) and 4 malus classes (M01–M04). New entrants start at A00. To advance one bonus class, the policy must have been valid and claim-free for at least 270 days in the preceding insurance period. A malus surcharge is applied in the following insurance period for each first payment made in the current period. The classification follows the policyholder (operator), not the vehicle. Bonus classification earned is preserved for up to 2 years after policy termination (same vehicle category only); it cannot be transferred across vehicle categories or following non-payment termination. | The bonus-malus system has one base class (A00), 10 bonus classes (B1–B10), and 4 malus classes (M1–M4). Claim-free driving for at least 270 insured days per period results in a one-class improvement. A claim payment recorded against the policy causes a two-class deterioration for passenger cars and motorcycles, and a one-class deterioration for buses, trucks, tractors, and agricultural vehicles. The classification is governed by Government Decree 19/2016 (II.15.) Korm. | The bonus-malus system applies to passenger cars, motorcycles, buses, trucks, tractors, and agricultural tractors. It consists of one base class (A00), 10 bonus classes (B01–B10), and 4 malus classes (M01–M04). New entrants start at A00. Classification rises by one class for each claim-free observation period (minimum 270 days of coverage required). The acquired classification is retained for 2 years after the contract ends, provided a new contract is taken out for the same vehicle category within that period. Non-payment-lapse contracts cannot transfer classification to another vehicle. The operator may repay the full claim amount within 45 days to prevent classification deterioration. The system advantages/disadvantages are tied to the operator (policyholder), regardless of who drove the vehicle. |

Direct payment policy | The insurer pays damages directly to the injured third party (not to the policyholder). In GFB claims the insurer sends a compensation proposal to the injured party within 15 days of receiving all required documents, and pays within 15 days of the proposal being accepted. | The insurer pays compensation directly to the injured third party. The policyholder (at-fault driver) does not receive payment; claims are settled directly with the injured party by Groupama. Roadside assistance (included free) is dispatched directly to the scene. | The insurer pays the damages directly to the injured party (victim) on behalf of the at-fault policyholder. The victim reports the claim to the at-fault party’s insurer within 30 days; the insurer must submit a compensation proposal within 15 days of receiving all documents, or within 3 months of the claim submission at the latest. | The insurer settles claims directly with the injured third party; the insured does not pay the victim out of pocket. The insurer may exercise subrogation (visszkereset) against the at-fault insured in defined circumstances (e.g. drunk driving, no licence, severely neglected vehicle condition). |
