Bulgaria insurance market
The Bulgarian insurance market recorded total gross written premiums of BGN 4.68 billion (EUR 2.39 billion) in 2024, representing a 6.5% year-on-year increase. Non-life insurance dominates the market with approximately 83.5% share, driven primarily by compulsory motor third-party liability (MTPL) insurance. At end-2024 there were 36 locally licensed insurers: 26 non-life and 10 life or mixed-activity companies. The market is supervised by the Financial Supervision Commission (FSC/KFN), which also oversees capital markets and pension insurance. Insurance penetration remains low relative to EU averages at approximately 2.3% of GDP, with home insurance penetration particularly underdeveloped. The market has seen strong cumulative growth over the past decade, more than doubling in premium volume, underpinned by rising MTPL tariffs, expanding health insurance demand, and growing awareness of property risks.

KFN bans DallBogg from concluding any new insurance contracts in Bulgaria
On 2 April 2026 KFN issued an immediate indefinite ban on ZAD DallBogg: Life and Health from writing new insurance or reinsurance contracts across all classes in Bulgaria. The ban is effective immediately and not suspended by appeal. KFN cited violations of market conduct rules, the Insurance Code, and Solvency II. DallBogg had been the GWP market leader in 2024 with approximately BGN 527 million in premiums.
Why it matters
The former GWP market leader is blocked from new business. Approximately 900 000 active policies remain valid but holders face uncertainty. The action escalates a year-long confrontation involving KFN, EIOPA, and regulators in Poland, Romania, Greece, Italy, and Spain, and represents the most severe supervisory action in the Bulgarian market in years.

KFN imposes indefinite ban on DallBogg cross-border activities across all EU classes
Following the expiry of the initial 3-month cross-border ban from 1 July 2025, KFN issued a new indefinite ban on DallBogg cross-border business across all classes in the EEA, citing persistent non-compliance. Romanian supervisor ASF and Polish supervisor KNF had already banned DallBogg in their markets. EIOPA coordinated oversight across five EU member states.
Why it matters
Demonstrates the Solvency II supervisory cooperation mechanism with the home supervisor coordinating with five host state regulators and EIOPA. Shows systemic risk when a domestic insurer expands aggressively cross-border under freedom of services without adequate reserves.

Insurance Code amended: bonus-malus for MTPL and indefinite suspension power introduced
The National Assembly enacted a major Insurance Code amendment published in State Gazette issue 63 of 1 August 2025, effective the same day. Key changes include a statutory decentralised bonus-malus system for mandatory MTPL, mandatory LEI codes for all insurers and intermediaries, and new powers allowing KFN to impose an indefinite ban on new business when capital or conduct requirements are breached.
Why it matters
The bonus-malus provision fundamentally changes MTPL pricing by linking premiums to individual claims history. The new indefinite suspension power was immediately applied against DallBogg. LEI code requirements improve EU-wide supervisory transparency.

KFN imposes initial 3-month ban on DallBogg cross-border FoS activities across EEA
FSC acting as home supervisor under Solvency II imposed a 3-month ban on DallBogg cross-border business across all insurance classes in the EEA, effective 1 July 2025. The action followed complaints from Romanian, Polish, Greek, Italian, and Spanish supervisors about claim payment delays and market conduct violations. EIOPA published the decision on its website.
Why it matters
First major FSC enforcement action triggering cross-European coordination via EIOPA. Immediately impacted DallBogg revenue from Italy, Spain, Romania, and Poland which together generated over 60 percent of its 2024 GWP.

Generali CEE completes acquisition of United Health Insurance Fund Doverie for BGN 22 million
Generali CEE Holding, part of Italian Generali Group, completed the acquisition of 98.15 percent of United Health Insurance Fund Doverie from Doverie United Holding for BGN 22 million, following regulatory clearance from KFN on 17 December 2024 and the Competition Commission on 16 January 2025. The deal makes Generali the second-largest player in Bulgaria health insurance.
Why it matters
Accelerates consolidation in the fast-growing health insurance segment. Generali moves from ninth to eighth place overall by GWP and doubles its health insurance market share to approximately 22 percent, on par with market leader Bulstrad VIG. Reflects a broader European insurer strategy to diversify beyond motor insurance in CEE.

EU Insurance Recovery and Resolution Directive 2025/1 enters into force
Directive EU 2025/1 adopted by the European Parliament and Council on 27 November 2024 and published in the EU Official Journal on 8 January 2025 entered into force on 29 January 2025. Member states must transpose it by 29 January 2027. It establishes an EU-wide framework for recovery and resolution of insurance and reinsurance undertakings analogous to the Banking Recovery and Resolution Directive.
Why it matters
Fills the gap in EU financial stability regulation by creating a Solvency-II-compatible recovery and resolution regime for insurers. Bulgarian insurers and KFN must prepare national transposition by January 2027.

Generali announces agreement to acquire United Health Insurance Fund Doverie
Italy's Generali Holding announced on 1 August 2024 the agreement to acquire 98.15 percent of United Health Insurance Fund Doverie, one of Bulgaria's top three health insurance funds by premium revenue, from Doverie United Holding. Regulatory approvals from KFN and the Competition Commission were required before closing.
Why it matters
Signals strong foreign appetite for Bulgaria growing health insurance segment. Marks increasing M&A activity in the Bulgarian insurance market and Generali CEE expansion strategy beyond motor lines.

Bulgarian competition authority approves Acrisure acquisition of SDI Group uniting the two largest insurance brokers
The Commission on Protection of Competition approved the acquisition of SDI Group, Bulgaria's largest insurance broker by premium income, by Poland's Unilink SA, a subsidiary of US fintech Acrisure LLC. Unilink already owned I&G Insurance Brokers. The combined entity controls approximately 15.6 percent of the broker market by non-life premiums and 25.73 percent of mandatory MTPL distribution.
Why it matters
Creates the dominant insurance broker group in Bulgaria under US-owned Acrisure. Despite over 340 active brokers, the combined SDI and I&G group leads by a wide margin. Marks a major wave of international private-equity-backed consolidation in CEE insurance distribution.

EU cross-border access
Bulgaria, as an EU member since 2007, fully implements the EU single insurance market. Bulgarian-licensed insurers may operate across the EEA via Freedom of Services or Freedom of Establishment by notifying KFN as home supervisor. Foreign EEA insurers may likewise enter Bulgaria after their home supervisor notifies KFN. KFN publishes public registers of all incoming and outgoing cross-border notifications.

An EEA insurer may open a branch or subsidiary in Bulgaria or a Bulgarian insurer in another EEA state. The home supervisor notifies the host regulator. Host-state conduct rules apply; prudential supervision remains with the home supervisor.
freedom of services
A licensed EEA insurer may offer policies in Bulgaria without a branch, and a Bulgarian insurer may do the same in other EEA states, after the home supervisor issues the cross-border notification. KFN publishes the list of Bulgarian insurers active cross-border under FoS. The DallBogg case of 2025 to 2026 demonstrated KFN power to ban FoS activities.
Market history
Market history
1990-2000
Post-Communist Liberalisation and Market Formation
The state insurance monopoly was dismantled after 1989 and private companies emerged. The Association of Bulgarian Insurers was founded in 1992. The 1996-1997 banking and currency crisis disrupted the economy, but a market reform from 1997 and foreign firm entry enabled growth.
2000-2007
EU Accession Preparation and Regulatory Consolidation
KFN was established on 1 March 2003, consolidating supervision of insurance, securities, and pension markets. Bulgaria aligned its insurance law with EU directives for its 2007 accession. Motor liability dominated as car ownership grew rapidly.
2007-2015
EU Single Market Integration and Financial Crisis Impact
EU accession opened the single market to Bulgarian insurers. The global financial crisis caused premium income to fall until 2012, after which slow growth resumed. Insurance penetration remained low at around 2 percent of GDP. The new Insurance Code entered into force on 1 January 2016.
2016-2023
Strong Premium Growth and Market Concentration
The market recorded sustained double-digit growth from 2021 to 2023, with total GWP reaching BGN 4.38 billion in 2023 for the first time exceeding BGN 4 billion. Motor insurance drove over 70 percent of non-life premiums. Foreign groups including VIG, Generali, Allianz, and KBC consolidated leading positions alongside domestic players.
2024-2026
Regulatory Turbulence, Broker Consolidation and Digital Expansion
Total GWP reached BGN 4.68 billion in 2024, up 6.5 percent year-on-year. The DallBogg regulatory crisis dominated 2025-2026 with KFN imposing a full ban on new business. Acrisure consolidated the two largest brokers. Generali acquired Doverie health fund. The Insurance Code was amended in August 2025 introducing the bonus-malus system for MTPL.

FAQ
How large is the Bulgarian insurance market?
Total GWP reached BGN 4.68 billion (approximately EUR 2.39 billion) in 2024, up 6.5 percent year-on-year, according to KFN data. Non-life insurance accounts for roughly 83 percent of total premiums, with motor lines generating over 70 percent of non-life GWP. There are 36 licensed local insurers.
What is mandatory motor third-party liability insurance and who must have it?
Mandatory Motor Third-Party Liability insurance called Grazhdanska Otgovornost or GO is compulsory for all motor vehicle owners under the Insurance Code. Driving without valid GO results in fines of BGN 250 for individuals, BGN 800 on repeat, and up to BGN 2000 for legal entities. Traffic police can revoke vehicle registration.
How do I file a complaint if my insurer refuses to pay?
First file a written complaint with the insurer. If unresolved, submit a written complaint to the Deputy-Chair of KFN Insurance Supervision at email delovodstvo@fsc.bg or in person at Sofia 1303, ul. Shar Planina 33. KFN cannot force payment; only a court can. The most frequent complaints concern MTPL and Casco refusals.
Can a foreign EU insurer sell insurance in Bulgaria without a local licence?
Yes. EEA-licensed insurers may operate in Bulgaria under Freedom of Services without a local branch or under Freedom of Establishment via a branch, after their home supervisor notifies KFN. KFN publishes a register of all notified foreign EEA insurers active in Bulgaria.
What is the bonus-malus system and when does it apply?
The bonus-malus system introduced by the Insurance Code amendment of 1 August 2025 allows each MTPL insurer to adjust premiums based on the policyholder individual claims history drawn from a centralised Guarantee Fund register. Drivers with fewer claims pay less and those with more pay more. A KFN regulation with implementation rules was to follow within 6 to 8 months of the law.
Who regulates the insurance market in Bulgaria?
The Financial Supervision Commission known as Komisiya za Finansov Nadzor or KFN, established on 1 March 2003, is the independent regulator responsible for insurance, capital markets, and supplementary pension insurance. It is accountable to the National Assembly. Website: www.fsc.bg, phone: +359 2 94-04-999.
What share of the market is distributed through brokers?
Brokers are the dominant channel. Premium income channelled through brokers reached BGN 2.66 billion in 2024 and BGN 2.97 billion in 2025 according to KFN data, representing roughly 55 to 60 percent of total market premiums. There were 343 active licensed brokers in 2024, led by SDI Group and I&G Insurance Brokers, both owned by US group Acrisure.
Is home insurance compulsory in Bulgaria?
No. Home insurance is voluntary and penetration is extremely low, with only about 10 percent of properties insured. Bulgaria ranks last in the EU for the share of insured property. The Association of Bulgarian Insurers actively campaigns to raise consumer awareness.
What are the main insurance product categories in Bulgaria?
Non-life insurance dominates with motor lines, MTPL and Casco, generating over 70 percent of non-life GWP. Life insurance accounts for approximately 17 percent of total GWP. Health insurance is the fastest-growing segment but remains underpenetrated. Property, liability, and cargo products complete the offering.
What happens to my policy if an insurer loses its licence?
Under the Insurance Code the Guarantee Fund covers claims under mandatory insurances such as MTPL and worker accident insurance if a Bulgarian insurer's licence is revoked. For voluntary lines policyholders must seek new cover with another insurer. Existing claims at revocation are covered up to statutory limits.
