Cyprus insurance market
Cypriot insurers reported FY2025 aggregate gross written premiums (GWP) of EUR 1.41 billion, up 8.29% year-on-year, according to the year-end market figures published by the Insurance Association of Cyprus (IAC). Based on the IAC's own segmentation, life insurance (including accident and health premiums written by life companies) reached about EUR 867 million (+6% y-o-y), while the general/non-life branch (excluding those A&H premiums) reached about EUR 545 million (+8.2% y-o-y). This followed a FY2024 aggregate of EUR 1.31 billion (+8.23% y-o-y), in which the non-life lines totaled EUR 614.18 million (+5.64%) and life premiums totaled EUR 689.45 million (+10%), with gross claims incurred of EUR 556.55 million. Motor insurance remains the largest non-life class, and the market continues to consolidate around bank-owned insurance groups, illustrated by Bank of Cyprus's acquisition of Ethniki Insurance (Cyprus), the Eurobank-led merger of Hellenic Life and Pancyprian Insurance into ERB Cyprialife and ERB Asfalistiki, Fairfax Financial's entry into ERB Insurance, and GRAWE's acquisition of Prime Insurance. More than 30 insurance/reinsurance undertakings are licensed and supervised by the Insurance Companies Control Service (ICCS), a directorate of the Ministry of Finance, while the Insurance Association of Cyprus (IAC), whose roughly 29 member companies write about 98% of the domestic market, became an official member of the Global Federation of Insurance Associations (GFIA) in November 2025. The sector is fully aligned with EU regulatory standards, including Solvency II (transposed via Law 38(I)/2016), and Cyprus continues to serve as an EU passporting hub for insurers.

Devastating Limassol wildfires trigger major insurance claims and underinsurance disputes
Wildfires that broke out near Malia on 23 July 2025 burned around 124 sq km, destroyed or damaged over 700 buildings and killed two people. Insurers paid roughly €20 million in claims, but many property owners disputed compensation as inadequate, with the Insurance Association of Cyprus noting that many policies were based on outdated property valuations.
Why it matters
Exposed a significant underinsurance gap in Cyprus property cover, with the industry publicly urging policyholders to update outdated sums insured; also prompted a state-funded compensation scheme running alongside private claims.

EU cross-border access
Cyprus is an EU member state since 2004 and fully aligns its insurance regulatory framework with EU law. Over 500 EU insurers have exercised their Freedom to Provide Services right by registering with the ICCS. Cyprus-licensed insurers and brokers may passport into other EU/EEA states, with the ICCS acting as home-state supervisor for Cyprus-authorised entities operating abroad.
EU Directive 2009/138/EC (Solvency II) transposed by Law 38(I)/2016; EU Directive 2016/97/EU (IDD) transposed by Law 38(I)/2019
freedom of establishment
EU/EEA insurers may establish a branch in Cyprus under section 158 of Law 38(I)/2016 by notifying their home-state regulator, which then informs the Cyprus Superintendent of Insurance. Acquisition of 10% or more in a Cyprus insurer requires prior approval of the Superintendent.
freedom of services
EU/EEA insurers may provide services in Cyprus without a branch under section 161 of Law 38(I)/2016, provided their home-state regulator notifies the Cyprus Superintendent of Insurance. Well over 500 EU insurers have registered under this route.
Market history
Market history
1960-1989
Colonial Roots to Independent Market
Cyprus adopted the English common law framework upon independence in 1960, and early insurance activity was dominated by British and local agencies dating to the 1920s-1940s. Compulsory motor third-party liability and employers' liability insurance were introduced by 1989. The market operated with limited foreign participation.
1990-2003
Pre-EU Liberalisation and Regulatory Modernisation
Cyprus undertook a thorough review of insurance legislation in 2002 in preparation for EU accession, enacting the Insurance Services and Other Related Issues Law effective 1 January 2003. Finance, insurance and business services grew significantly as a share of GDP in the 1990s. Foreign participation rules were progressively liberalised, allowing up to 100% FDI in insurance.
2004-2015
EU Membership, Crisis, and Solvency II Preparation
Cyprus joined the EU in May 2004, fully aligning insurance law with EU directives. The 2012-2013 financial crisis caused severe banking sector damage, but the insurance industry proved more resilient. Preparation for Solvency II drove significant compliance investment across the sector.
2016-2023
Solvency II Era, IDD and GESY Reform
Law 38(I)/2016 implemented Solvency II, replacing the 2002 framework, and introduced Class 7 occupational pension schemes. The Insurance Distribution Directive became effective in Cyprus in March 2019 via Law 38(I)/2019. The General Health System (GESY) launched in 2019-2020, reshaping demand for private health insurance. Market GWP reached approximately EUR 1.20 billion by end-2023, up around 14% year-on-year.
2024-2026
Consolidation Wave and Bancassurance Dominance
A rapid consolidation wave swept the market: Hellenic Bank (Eurobank) acquired CNP Cyprus for €182m (completed April 2025), Bank of Cyprus acquired Ethniki Insurance Cyprus for approximately €29.3m (completed July 2025), and Alpha Bank announced a merger of Altius and Universal Life (announced December 2025, expected Q3 2026). FY2024 GWP reached approximately EUR 1.30 billion (+8.23%) and FY2025 reached EUR 1.41 billion (+8.29%). Bancassurance groups now dominate market leadership.
