What is MTPL (Automobilska odgovornost) insurance in Croatia and who is required to have it?
Motor Third-Party Liability (MTPL) insurance, known in Croatia as Obvezno osiguranje od automobilske odgovornosti (AO), is mandatory under the Zakon o obveznim osiguranjima u prometu (ZOOP, Law on Compulsory Insurance in Transport). Every owner or keeper of a motor vehicle subject to registration in the Republic of Croatia must hold a valid MTPL policy before the vehicle is admitted to public roads — Stanice za tehnički pregled vozila will not issue the registration sticker (prometna dozvola) without a current AO policy. The policy covers damages you cause to third parties — not your own vehicle or your own injuries as the at-fault driver.
What are the mandatory minimum coverage limits for MTPL in Croatia?
Under Article 26 of ZOOP, the statutory minimum cover is €6,450,000 per accident for bodily injury or death — regardless of the number of injured persons — and €1,300,000 per accident for property damage — regardless of the number of damaged parties. These limits, raised with effect from 23 December 2023 to align with EU Directive 2021/2118, apply uniformly to all MTPL policies issued in Croatia. Since Croatia adopted the Euro on 1 January 2023, all premiums and claim payments are settled in EUR.
What does AO insurance actually cover?
AO covers damages caused to third parties by the insured vehicle. This includes: bodily injury, disability or death of pedestrians, occupants of other vehicles, cyclists or other road users; property damage to other vehicles, buildings or any third-party property; non-material damage (neimovinska šteta) such as pain and suffering and reduced quality of life; legal defence costs and court fees within the overall liability limit; and lost earnings and other consequential losses as a direct result of an injury. It does not cover damage to your own vehicle or your own injuries as the at-fault driver — for that you need separate Auto-Kasko cover or a driver accident policy.
Are the at-fault driver's own damages covered?
No. Under ZOOP and standard policy conditions, damages suffered by the at-fault driver are explicitly excluded from MTPL coverage. If you cause an accident, you are not entitled to compensation for your own injuries or vehicle damage through the AO policy. To protect yourself, you need separate cover such as an Auto-Kasko (comprehensive) policy for own-vehicle damage and a Nezgoda vozača (driver accident) policy for personal injury to the driver. Most Croatian insurers offer these as add-ons to the AO policy or as standalone products.
Are passengers in the at-fault vehicle covered?
Yes. Under Article 22 of ZOOP, passengers in the insured vehicle who are injured in an accident caused by that vehicle's driver are treated as third parties and are covered as third parties under the MTPL bodily injury liability limit — even when transported free of charge. AO provides compensation for their bodily injury damages — not a separate personal accident benefit. For broader passenger protection most Croatian insurers offer a voluntary Osiguranje putnika od posljedica nesretnog slučaja (passenger accident) add-on which pays statutory benefits regardless of fault.
Is legal defence included in Croatian AO policies?
Yes. Defence against unfounded or excessive third-party claims, including court costs awarded against the insured and interest on late payments owed to the injured party, is covered within the overall liability limit of every Croatian AO policy. This is a statutory inclusion under ZOOP and applies uniformly to all licensed AO insurers. A separate, broader Pravna zaštita (legal expenses) cover — which actively pursues the policyholder's own claims and covers non-traffic legal matters — is offered as an optional add-on by most Croatian insurers.
What is the Green Card and is it included with Croatian MTPL?
The Zelena karta (Green Card, Međunarodna karta osiguranja) is an international certificate of motor insurance issued under a multilateral agreement between national insurers' bureaus, administered in Croatia by the Hrvatski ured za osiguranje (HUO). For travel within the European Economic Area and additional treaty states, the Croatian registration plate alone is sufficient proof of cover and a paper Green Card is not required. For travel to other Green Card system countries — such as Turkey, Serbia, Bosnia and Herzegovina, North Macedonia, Albania, Morocco, Tunisia or Iran — the Croatian insurer issues a Green Card on request, free of charge. Payment in those countries is capped at the local statutory minimum amounts, deviating from the contractually agreed sums.
Which countries does Croatian MTPL insurance cover?
Croatian AO cover extends to: the Republic of Croatia; all EU Member States (liability governed by local law); EEA countries — Norway, Iceland, Liechtenstein; and additional states whose national insurers' bureau is party to the multilateral Green Card agreement, including Switzerland, the United Kingdom, Andorra, Monaco, Serbia, Bosnia and Herzegovina, North Macedonia, Albania, Montenegro, Turkey, Ukraine, Moldova, Morocco, Tunisia, Israel and Iran. Within the EEA the contractually agreed Croatian cover sums apply; outside the EEA the insurer's liability is reduced to the legally required minimum cover applicable in the country of visit unless a higher cover is provided under the Croatian policy.
What must I do immediately after a road accident?
After an accident you must: stop immediately and secure the scene (warning triangle, hazard lights, reflective vest); render first aid and call emergency services (194 Hitna pomoć / 112 European emergency number) where there are injuries; call the police (192) where required by the Zakon o sigurnosti prometa na cestama (personal injuries, significant property damage, refusal to exchange details, suspected drunk driving); not leave the scene before identifying yourself and exchanging insurance details with the other party; complete a Europsko izvješće o nezgodi (European Accident Statement) signed by both parties where there are no personal injuries; photograph the scene, damage and vehicle positions; and report the claim to your insurer within 3 days of the accident as set out in standard AO general conditions. For theft and uninsured/unidentified-vehicle claims, the Hrvatski ured za osiguranje (HUO) Garancijski fond may apply.
Can I buy Croatian MTPL online and pay in installments?
Yes. All major Croatian MTPL insurers — including Croatia osiguranje, Allianz Hrvatska, Wiener osiguranje Vienna Insurance Group, Generali osiguranje, Euroherc osiguranje, GRAWE Hrvatska, Adriatic osiguranje and Triglav osiguranje — offer online conclusion through their own portals and through licensed brokers and comparators (mojepolica.hr, znamosti.hr). The insurer issues the policy and payment confirmation immediately on payment of the first instalment, allowing same-day registration at the Stanica za tehnički pregled vozila. Annual, half-yearly, quarterly and monthly instalments are widely available; sub-annual instalments may carry a small surcharge. Croatia operates a Bonus-Malus system (Sustav premijskih razreda): the premium adjusts annually based on claims experience, typically with one-class downgrade per claim-free year and three-class upgrade per at-fault claim.
